On June 22, 2020, Dvorkovich was appointed Chairman of the Board of Directors of Russian Railways OJSC; he left his position in June 2020 due to the loss of his post in the Russian government. His supervision of the railway industry, in which Dvorkovich was never an expert and did not have the appropriate educational training, was assessed by experts as insufficiently competent and effective. They criticized, in particular, the chronic long-term shortage of cars for transporting goods throughout Russia, including strategic ones, and the disruption of state plans for the construction of a high-speed railway from Moscow to Kazan[20].
On January 24, 2020, on Bloomberg TV, he said: “I don’t think we have oligarchs, that was a concept from the 1990s. Now we have good, hard-working, socially responsible businessmen who care about the country and earn money by doing responsible business.”[21]
On January 25, 2020, at the World Economic Forum in Davos, commenting on the possibility of Russia disconnecting from the SWIFT interbank system, Dvorkovich said that “you can work without SWIFT, once there was no SWIFT. It is clear that all this is a little slower and not as effective, but it can work”[22].
After Putin’s presidential inauguration in May 2020, Dvorkovich did not join the new government for a fourth term; he also left many of the posts he held as deputy prime minister. Having ceased to be the chairman of the board of directors of JSC Russian Railways, Dvorkovich, however, remained a member of the board of directors and chairman of the personnel and remuneration committee[1].

Since 2006, Dvorkovich has been a member of the board of the Russian Football Union, head of Russian football development programs.
Since 2007, he has been the first vice-president of the Russian Chess Federation (RCF), overseeing the development of children's chess at the RCF, propaganda and improvement of financial support for the development of chess in Russia. In 2009, when Dmitry Medvedev opposed the combination of government positions and positions in sports federations, he resigned[23]. In 2010, Anatoly Karpov wrote an open letter in which he accused the hero of the article of a raider takeover of the Russian Chess Federation. The former world champion explained that in the spring of 2010 he was nominated for the post of president of the Russian Chess Federation, but Dvorkovich blocked this proposal. To this, the politician replied that this decision was made without his participation, and therefore he considered it completely illegal.
In January 2012, a community called “Blue Buckets” discovered an official’s special vehicle driving through the center of Moscow in flagrant violation of traffic rules. What is Arkady Vladimirovich Dvorkovich like outside of politics? His biography and family have been under the radar of journalists and society for a long time. The official is married to Rustamova Zumrud Khandadashevna. He married his wife in 2001. She is an experienced leader and businesswoman. She has worked in one of the country's coal energy companies, as well as at the Magnitogorsk Iron and Steel Works, and even as a Deputy Minister of the Russian Federation.
