In 2000, Petrov graduated from the Altai State Institute of Culture and Arts. The chosen specialty is choreographer-teacher of ballroom choreography. After graduating from university, Maxim realized that it was difficult to make a good career as a dancer in the provinces, and set off to conquer Moscow.
In the capital, Maxim almost immediately managed to find himself and show his considerable talent as a choreographer. For 4 years he managed to work and study, improving his professional level. In 2004, Petrov went to England. Here at the London Dance School he learned the secrets of plastic arts for 2 years.
Arrest and trial
The police did not release a sketch of the suspect, thinking that he would be caught soon. However, the investigation lasted until 2000 before investigators understood the principle of victim selection. All victims were included in the list of patients who underwent fluorography, which Petrov found at a local clinic. Using this list, police identified 72 possible future victims. During Operation Nurse, which involved 700 operatives, Petrov was detained on July 17, 2000 while visiting one of the patients.
Maxim Petrov was convicted only at the end of 2003. In his last word, he renounced all testimony, saying that everything he said was said under pressure from operatives, pleading guilty only to using fake documents to travel on public transport. However, the court, based on the testimony of witnesses and evidence from the investigation, sentenced Petrov to life imprisonment. Petrov was sent to the White Swan special regime colony to serve his sentence. According to the authors of the documentary series “Criminal Russia. Denouement,” Petrov died in 2007 from a heart attack caused by brain cancer. However, since 2014, he has sent numerous complaints to the Supreme Court of the Russian Federation[4], which refutes the version of his death.
In 2012, Petrov received from the Russian Federation, by decision of the European Court of Human Rights, 16,350 euros as compensation for poor conditions of detention in the detention center[5]

Maxim Petrov: “I like to choreograph dance in any form and under any circumstances”
At first I didn’t fully understand where I was going . However, they didn’t force me to study - I went on my own: in my city of Tosno, near St. Petersburg, I studied in a ballet club, and I liked dancing. Of course, a conscious sense of movement came in high school - in the first grades I was not included much in the educational repertoire because I was too tall. But I didn’t treat it as a tragedy - I just continued to study and work.
The sooner you start dancing different choreography, the better. Even in adolescence, you need to learn to break your body, move faster and slower. In high school, Nacho Duato’s ballet “Madrigal” became such a new experience for me. At that time, the choreographer worked in St. Petersburg and donated this production to the Academy. Back then I had no idea how famous Duato was and how cool it was to work with him. Maybe this is good - there was no enslavement. It was very interesting: at the Academy we had never done anything like this in terms of plasticity. It must be said that a professional troupe simply needs to regularly dance modern choreography. The ballets of Balanchine and Forsythe, Lander’s “Etudes” are a challenge, a test of strength, a necessity for artists. Like musical scales for a pianist, it keeps you on your toes.
The narrative does not have to accompany the ballet. It is enough that there is a man and a woman on stage - that is the plot, as Balanchine said. Then watch the dance, admire it . Pure dance is close to me. Of course, the perception of plotless productions is greatly influenced by life and artistic experience. For example, if we talk about “Ballet No. 2,” I did not devote it to a specific Soviet period. I just noticed that many people now reflecting on the topic of the recent and, it seems, bright past, and I just wanted to show the atmosphere of that era. Probably, plotless forms, like traditional narrative ones, will soon exhaust themselves, and now we need to start looking for new approaches .
As a child, I studied at a music school. True, only a few years, but it was music that became primary for me , because it is the basis of choreography. I listen to music and see movement. When I was just thinking about the “Russian Overture,” I settled on this particular composition by Prokofiev, when I was just riding on a bus with a player.
I like to choreograph movement in any form and under any circumstances. Once, even in New York, I staged a small performance with a local artist. I worked with opera directors as a choreographer three times. When my ballet Cinéma first premiered, I was invited to choreograph a waltz, polonaise and mazurka for Graham Vick's War and Peace.
I prepared in advance, and then they brought forty artists into my hall, some of whom were much older than me. We started talking, and then it became clear: they weren’t even listening to me. It was very difficult, but I found a way out of the situation: I came to the ballet director’s office and said that I didn’t have any weight yet and I needed a tutor. They sent an employee who had been working in the theater for a very long time, and everything went as it should - I choreographed the dances in four days.
The “Russian Overture” happened in a very interesting way. I found out that Anton Pimonov had an idea to stage a ballet for Prokofiev’s Second Violin Concerto, and I suggested that we together organize an evening dedicated to the composer - the 125th anniversary of Prokofiev’s birth was being vigorously celebrated at the theater. I started looking for an essay that was close at that time. At first, “Russian Overture” seemed strange to me - not at all ballet - but after the tenth time of auditioning I decided: I have to take it . From a choreographic point of view, this is my most difficult ballet: it is very fast and there is a lot of movement in it. Some artists say that they have never danced anything more difficult in the theater.
In 2020, I staged a ballet on a Baroque theme, “The King’s Divertissement,” for Igor Kolb’s recital. We listened to many dance numbers from the operas of Jean-Philippe Rameau and compiled a suite from them according to all the rules of baroque suites. The main character of the half-hour play is the king, who appears in the guise of a drunken sailor, the sorceress Armida and himself. All exits are announced by the master of ceremonies, who speaks artificially aged French: the text was translated from Russian, and its libretto author Bogdan Korolek wrote it. When I was preparing for the production, I watched a lot of how dances from the times of the two Louis, the Sun King and his father were restored. But in the choreography there are almost no real elements of ancient dance, it is stylization , and at the core is the same neoclassical vocabulary I love .
Two years ago, on tour in New York, I met the director of the Atlanta Ballet, and after watching “The King’s Divertissement,” he offered me collaboration. We chose the music of Alexander Tcherepnin - Concerto for harmonica and orchestra, a very impressive virtuoso piece, but few people know it. In August 2017, I came to the West Coast and began choreographing ballet. I must say, no one paid attention to my English or the fact that I was a young choreographer from Russia - everyone just worked six hours a day, even the second cast. What is the ballet about? There is no constant active movement or everyday plot in it. Of course, the first association with the sound of a harmonica is the Wild West and westerns, and in my head I add night views, episodes from Ray Bradbury’s book “Dandelion Wine” and poplar fluff in the yard in July.

The inspection team of the department even took part in inspections of Olympic facilities in Sochi. In total, the Volga region Rostechnadzor controls more than 4.5 thousand organizations, and also supervises approximately 400 capital construction projects in three republics. To put it quite simply: without this federal service it is impossible to launch virtually any construction and production in the country. And even after going through all the bureaucratic procedures and starting the activities of a new enterprise, Rostechnadzor may come with an unscheduled inspection. It’s not worth talking about planned ones.
All this in the Volga region administration has been managed by one person for 15 years now. Petrov manages a team of 230 employees. A native of Kazan graduated from Kazan University in the late 70s with a degree in geography teacher, but he managed to climb the career ladder without working near the teaching board. Immediately after graduation, he connected his activities with the environmental industry. The peak of Petrov’s career came in the 2000s. In 2001, he became the Minister of Ecology and Natural Resources of the Republic of Tatarstan. He remained in this position for four years, and in 2005 he became head of Rostekhnadzor.
The activities of Petrov’s team caused many problems for many enterprises of the three republics. “One day, the general director of Khimprom came to me from Novocheboksarsk and complained: “Your inspector convinced the judge that it was necessary to suspend the work of the entire production. How could he behave like that?!“ I immediately wrote out a bonus to this employee! Convince the judge that it is necessary to close the city-forming enterprise... and the latter was not afraid to do it!” — he recalled in an interview with BUSINESS Online.
Every year its employees identify tens of thousands of violations. According to the permanent leader of the department, over the past 10 years there have been about 300 suspensions of individual enterprise facilities. Petrov himself has always clearly stated that he abstracts himself from friendship and any other relationships with the owners of enterprises. “If the general director starts praising me, it means we are doing something wrong,” said the head of Rostekhnadzor.
Over all the years of work, as the official admitted, he did not feel pressure from the leadership of Tatarstan, even when it was necessary to critically walk through the largest facilities of the republic. Perhaps the most striking example of this happened last summer. A tragic accident at one of the production facilities of Nizhnekamskneftekhim (NKNK) killed four workers. Petrov publicly, despite the fact that he opposed the titan of Tatarstan industry, announced shortcomings in industrial safety at NKNK. He first made a detailed analysis and criticism at a closed meeting of the Security Council of the Republic of Tatarstan and in an interview with our publication. For example, he named a large amount of expired equipment found at the enterprise as one of the reasons for the tragedy.

But nothing lasts forever. According to one of our sources familiar with Petrov, Boris Germanovich’s positions were seriously shaken in 2020. Svetlana Radionova left the federal leadership of Rostekhnadzor ; she had been deputy head of the department since 2010. The source claims that Radionova and Petrov have an “extremely effective working relationship.” The interlocutor does not specify what is meant by these words, but assures that Radionova supported Petrov more than once or twice in conflict situations that reached the federal department. By the way, the official left as head of Rosprirodnadzor, where she replaced another Tatarstan resident, ex-Minister of Ecology of the Republic of Tatarstan Artem Sidorov .
Petrov was also pushed towards resignation, so to speak, by his subordinates. Natalya Orel , Rostechnadzor inspector for the industrial center of the Republic of Tatarstan - Nizhnekamsk, of bribes . But, according to our data, the recent bribery case brought against an employee of the central office of the Volga region department of Rostechnadzor Nazi and Zaripova , the head of the department that issues permitting licenses for the operation of explosive and fire-hazardous production facilities, had a much greater effect. She was detained during a joint operation between the UBEP and the Investigative Committee and was later released on her own recognizance.

The episode that investigators studied in the winter seemed very minor - a suspicion of a bribe of 25 thousand rubles for the provision of a license. But even then our sources reported that behind such trifles lie larger matters.
By the way, Petrov himself noted that it is impossible to completely rule out bribes among the employees of his department. “Probably, there is a black sheep in a family, corruption is possible, although I absolutely don’t think that this is the rule,” argued Boris Germanovich.
