But a month later he was fired due to non-payment of party dues. With great difficulty, he got a job at the editorial office of the ZIL factory newspaper. A year later, Tsoi was able to move to Politizdat, to the international department, but after a while he returned to ZIL. Tsoi continued his journalistic path, working for major newspapers: Trud, Stroitelnaya Gazeta, Sovetskaya Rossiya. But when Valery Saikin, the chairman of the executive committee of the Moscow City Council, whom Sergei met while still working at ZIL, invited him to join his team, Tsoi, almost without hesitation, agreed. There he served as a press secretary, although such positions did not yet exist in those days. He monitored publications in the media and organized the interaction of his boss with journalists. While performing these duties, Tsoi met Yuri Luzhkov, who worked as deputy chairman of the executive committee.

In eighty-two, after graduating from the institute, Sergei Tsoi received a diploma in journalism, but there was a desire to develop further in terms of personnel, so he decided to enroll in graduate school at the same RostState University, for which it was necessary to take a reference from work. But, working as a journalist, Sergei many times made critical remarks on the pages of the newspaper about the activities of the district’s current leadership. In this regard, the boss gave the newly-minted journalist a not entirely positive document. I had to forget about continuing my educational activities for a certain time. Sergei's future was uncertain. With a bad reference, he was only able to get a job as a journalist in the regional editorial office of a small-circulation newspaper. But a month later he was fired from there due to non-payment of party dues. Sergei did not yet know that this was the beginning of his career takeoff.

Next, the young man got a job at a large-circulation newspaper at the ZIL plant in Moscow. Tsoi continued his journalistic career in the editorial offices of major newspapers: “Trud”, “Soviet Russia”. After a year of work, his reprimand was lifted and Sergei continued to rise in the ranks. When General Director Valery Saikin became chairman of the executive committee of the Moscow City Council, Sergei was invited to work with the executive committee, to which he immediately agreed.

Under the executive committee, Sergei Petrovich Tsoi performed the professional duties of a press secretary, one of the positions that was just beginning to appear at that time. He communicated with journalists, monitored publications and covered the activities of this government body. Due to his duty, Sergei had to deal with politicians of various categories. He monitored articles in the media and organized contacts between his leader and journalists. While performing his functional duties, Tsoi met Yuri Luzhkov, who was working as deputy at that time. From March eighty-nine to November two thousand and ten, Sergei Petrovich Tsoi was the head of the press service of the Mayor and the Government of Moscow.
