Vladimir Vladimirovich Kiselev was born on July 10, 1952 in the city of Khmelnitsky, Ukrainian SSR, then moved to Leningrad [], [], [], [], [], []. According to him, he was brought up in an orphanage, and he was kicked out of there at the age of fourteen [], [], [].

It is known that for some time Kiselev worked as a drummer in restaurant ensembles, then created and led the April group []. In the fall of 1978, he became the artistic director of the vocal and instrumental ensemble “Zemlyane”. This group, somewhat updated by Kiselev, performed in the early 1980s with “Soviet megahits” - the songs “Stuntmen” and “Grass at the House” (words by Anatoly Poperechny, music by Vladimir Miguli []; in some media Kiselev appeared as the author of the song [ ]) And [], [], [], [], [], [], []. According to Leningradskaya Pravda, the then-famous producer and crime boss Alexander Malyshev, the leader of the St. Petersburg “Malyshevsky” organized crime group []. Kiselyov subsequently confirmed to the Vedomosti newspaper that he knew Malyshev and other defendants in the Tambov-Malyshevskaya organized crime group case and even “drank more than one glass of tea with them” []. The press reported that in 1993, Kiselev was involved in a criminal case under Article 148 of the Criminal Code of the RSFSR (“extortion”). According to media reports, tickets for some concerts were not sold, but were distributed free of charge to sponsors, including the St. Petersburg mayor's office. The mayor of the city, Anatoly Sobchak, and his wife Lyudmila Narusova were directly involved in the preparation of the festivals: according to her, she and her husband quickly became convinced of Kiselev’s “adventuristic character” and ended their relationship with him [], [], [], [], [], [], [], []. In 1993, the Kommersant newspaper also cited the opinions of observers that the festival could be a “commercial adventure” [].

In 1995, during the election campaign for the election of deputies to the State Duma of the second convocation, Kiselev headed the “cultural initiative” of the ruling party “Our Home is Russia” in St. Petersburg. The corporation, according to investigators, received money from the city budget and directed it to “unexpected purposes,” including allocating it to the festival’s representative office “without confirmation by any documents about those provided to Vedomosti,” and Vice Mayor Vladimir Putin was also present. However, in 2000, after the latter was elected president, the criminal case of the Twentieth Trust was closed [].

It was reported that in 1998 Kiselev moved to Moscow. He became the head of the Moskovit-Media and Moskovit-Concert divisions of the Moskovit holding of Joseph Kobzon and in this capacity organized concerts of singers and musicians Julio Iglesias, Ringo Starr, the group Deep Purple, as well as other performers [], [], [], []. Around the same time, according to press reports, he created. Like, half of its shares belonged to Kiselev personally, and half belonged to the commercial structure of ZAO Vital-Holding (formerly MENATEP-Impex Concern and ZAO MENATEP-Impex Sugar JSC), affiliated with NK YUKOS and located “in the sphere of interests of the oligarch Mikhail Khodorkovsky” [], [].

In 2000, Kiselev headed the State Unitary Enterprise (SUE; since 2002 also referred to in the press as the Federal State Unitary Enterprise, FSUE []) "Kremlin", which operated under the patronage of the head of the Administration of the President of the Russian Federation Kozhin. On the initiative of the Kremlin, in the winter of 2000-2001, an ice skating rink was opened on Moscow’s Red Square; allegations were published in the media that “millions” were spent on it. Even then, the newspapers wrote about the poor organization of the concert and Kiselev’s impolite behavior at press conferences: he either promised to bring disabled people to the singer’s concert, including the deaf, or “sorted things out with journalists, swearing with relish, pushing them with his elbows” [], [], [], [].

Kiselev did not hold his post for long: in December 2001, Novaya Gazeta published a letter from the press secretary of the Russian Presidential Administration Viktor Khrekov, in which he noted that Kiselev “is no longer the head of the state unitary enterprise Kremlin” []. The presidential administration explained this by the fact that it actually began to engage in independent entrepreneurial activities, regardless of the management of the president’s affairs [], [].

From 2001 to 2007, Kiselev worked with the group “Orient Xpress”, which included musicians from “Earthlings”[], and in 2004 he joined forces with vocalist Sergei Skachkov and began giving concerts under the name “Earthlyans”. The partners were suing for their rights to the Zemlyane brand (by the spring of 2011 the process had not yet been completed) [], [], [], [].

In the early 2000s, Kiselyov introduced himself to people from the Moscow elite as “Vladimir Vladimirovich, Volodya’s friend,” referring to President Putin []. Reports about the closeness of Kiselyov and Putin have repeatedly appeared in the press. According to some reports, they studied at the same school []. According to other assumptions, they could have met back in the late 1980s in Germany, where Putin worked and Kiselev performed on tour []. The Russian version of Forbes magazine claimed that Putin became the godfather of Kiselev's child []. Putin's press secretary Dmitry Peskov confirmed that his boss and show businessman “really know each other”, and “for a long time” [], []. At the same time, Kiselyov himself denied his acquaintance with the president and prime minister, saying: “Well, how could one of the musicians know the “gray eminence” Peter, especially the state security colonel? In March 2011, a scandal broke out regarding the December concert. The mother of one of the sick girls, Olga Kuznetsova, published a letter in which she claimed that the foundation “makes money on terminally ill children,” and the funds collected never reached the hospitals []. To all accusations, Kiselev replied that his foundation does not collect donations for charity, but only offers to help directly hospitals, orphanages and other institutions. Representatives of the Federation assured that the stars came to the concert for free, although experts interviewed by the media claimed that their fees were no less than 200 thousand dollars. The concert itself, according to Kiselyov, was organized at the expense of sponsors - both Rostelecom and others, and its guests did not pay anything. At the same time, information appeared in the media that tables for visitors at events cost from 50 thousand rubles [], [], [], []. The situation with the registration of the fund also remained unclear: it was officially registered only at the end of December 2010, that is, after the concert. The founder was the Center for Socially Oriented Programs, the head of which, as they wrote in the press, was Sergei Bunin, who had previously been Kiselev’s deputy at the Federal State Unitary Enterprise “Kremlin”. Kiselev emphasized that neither he nor other fund employees received money for their work [], [], [], [].

A few weeks later, Kiselev promised that three medical institutions (two in St. Petersburg and one in Moscow) would receive equipment worth $6 million as a result of the concert. Soon information appeared in the press that money actually began to flow into the hospitals, but since they were issued from private donors (according to the rules of the fund), it was difficult to determine whether the donations were “related to the charity concert” [], [], [] . In June 2011, Kiselev sued some of his offenders: the Kommersant newspaper for its article about the December concert, and music critic Artemy Troitsky for his commentary to Novaya Gazeta on the same topic [], [], [], []. In August 2011, his lawsuit against the newspaper Moskovsky Komsomolets and its author Alexander Minkin was also considered. For such material, the court recovered 200 thousand rubles from them [], []. In the same month, “Federation” managed to convict only 3 thousand rubles from Kommersant [], []. Troitsky's statements in Novaya Gazeta were also recognized as discrediting the honor and dignity of Kiselev; 50 kopecks were collected from the critic and the publication []. In October 2011, the court upheld the Federation’s claim against Kommersant and actress Chulpan Khamatova, ruling that they must pay the fund a ruble each. The reason for the lawsuit for the protection of honor and dignity was the words of Khamatova, which were cited in the same material about the December concert, for which the Federation had previously recovered 3 thousand rubles from the newspaper [], []. In August 2012, the Federation Foundation and Kiselev filed two more lawsuits: against the Ekho Moskvy radio station and journalist Matvey Ganapolsky, as well as against Troitsky. All of them were related to the publication of materials about the December concert []. In October of the same year, the Presnensky Court of Moscow upheld the Federation’s claim against Ganapolsky, obliging the journalist to publish a refutation of the previously published material entitled “A new scam for champagne?” [].

In the summer of 2011, the Federation Foundation decided to hold a new “large-scale event” on July 9-10 []. Already the preparations for it became a reason for a scandal and active discussion in the press. Actor and director Dustin Hoffman, whose participation was announced, refused to come to the concert, however, according to Kiselev himself, due to health problems [], []. No tickets were sold for the event, but the Moscow News newspaper claimed that in order to attend the concert, wealthy people were required to buy $100,000 worth of equipment for the hospital [], [].

The Federation concert was widely advertised. The press wrote that the Moscow mayor’s office allocated “places for dozens of banners, hundreds of billboards and “extra-large formats,” that is, entire walls of houses” as social advertising, i.e. free of charge, however, it allocated them not to the “Federation”, but for an organized by the same Center for socially oriented programs of the “Blagovest campaign”, dedicated to the Day of Family, Love and Fidelity. The posters said that the “patron” of the foundation was Elena Sever (according to some assumptions, this was Kiselev’s wife) [], [], []. On July 9-10, 2011, concerts as part of the Blagovest charity event with the participation of the Federation Foundation took place on Sparrow Hills in Moscow. Stars such as actress Sophia Loren, director Woody Allen and actor Steven Seagal performed at them. The details and conditions of their participation in the concert were not disclosed [], [], [].
