Alexander Nikolaevich Shokhin

(born December 25, 1951, Savinskoye village, Plesetsk district, Arkhangelsk region) is a Russian statesman, political and public figure. President of the Russian Union of Industrialists and Entrepreneurs (RSPP), President of the National Research University Higher School of Economics (HSE). Member of the Bureau of the Supreme Council of the United Russia party[1].

Biography

Scientific work

In 1974 he graduated from Moscow State University named after M.V. Lomonosov. Doctor of Economic Sciences (1989), Professor (1991).

Since 1969 - laboratory assistant at the Faculty of Economics of Moscow State University, then - scientific and technical employee at the Central Economics and Mathematics Institute (CEMI) of the USSR Academy of Sciences.

1974-1979 - junior researcher at the Economic Research Institute under the USSR State Planning Committee.

1979-1982 - senior researcher, head of the sector of the Labor Research Institute of the USSR State Committee for Labor.

1982-1986 - head of the laboratory of the Central Economics and Mathematics Institute of the USSR Academy of Sciences.

1986-1987 - head of the laboratory of the Institute of Economics and Forecasting of Scientific and Technological Progress of the USSR Academy of Sciences.

He was a member of the Public Chamber of the Russian Federation before being elected to the Presidium of the General Council of the United Russia party in 2009[12]. On May 30, 2008, he was elected[13] to the Board of Directors of TGC-10. Also, since 2008, he has been a member of the boards of directors of JSC Russian Railways[14][15] and the brewery [16][17].

On February 6, 2012, he was officially registered as a proxy of the candidate for President of the Russian Federation, at that time the current Prime Minister, Vladimir Putin[18].

He is an honorary member of the Imperial Orthodox Palestine Society[19].

In September 2020, he became a confidant of the United Russia party in the elections to the State Duma of the 7th convocation.

Family

Married, has two children, five grandchildren. Son Dmitry is married to actress Alisa Khazanova, daughter of Gennady Khazanov.

Shokhin, Dmitry

Employee of the Prosecutor General's Office, state prosecutor at the trial in the "YUKOS case"

Senior prosecutor of the department for supporting the state prosecution of the Office for ensuring the participation of prosecutors in the consideration of criminal cases by the courts of the Prosecutor General's Office of Russia. Acted as a public prosecutor in the trial of the so-called “YUKOS case” - a case brought against Platon Lebedev, Mikhail Khodorkovsky and Andrei Krainov.

Shokhin was also the state prosecutor in the trial of Mikhail Kodanev, whom the court recognized as the customer and organizer of the murder of State Duma deputy Sergei Yushenkov. He supported the state prosecution in the case of the murder of the journalist and editor-in-chief of the Russian version of Forbes magazine Paul Klebnikov (it was decided to transfer this case to a jury). Awarded the Order of Honor.

The name of Dmitry Eduardovich Shokhin appeared in the media on July 31, 2002. Shokhin was appointed state prosecutor in the trial of former President Yakov Goldovsky and his deputy Yevgeny Koshits, accused of abuse of office []. As a punishment, the state prosecutor asked the court to assign Goldovsky four years of suspended imprisonment with a probationary period of three years, and Koshitsa - three and a half years of suspended imprisonment with a probationary period of three years. On September 25, 2002, the court sentenced both to seven months in prison for abuse of official position - and immediately released them from punishment, since the defendants had served this term in a pre-trial detention center [].

On April 23, 2003, Shokhin acted as a state prosecutor during the retrial of the case of Pavel Zaitsev, an investigator for especially important cases of the Investigative Committee of the Russian Ministry of Internal Affairs, accused of exceeding official powers during the investigation of the case of furniture smuggling in the Three Whales shopping center [], []. Previously, Zaitsev was acquitted by the court, but the Supreme Court returned the case for a new trial. On July 3, 2003, people's assessors accused Shokhin of exerting pressure and recused himself. Shokhin was replaced by another accuser, Kamil Kashaev. On November 9, 2003, the Moscow City Court sentenced Zaitsev to two years probation with a probationary period of one year [], [].

In January 2004, Shokhov became the state prosecutor in the case of Vasily Shakhnovsky, the former vice-mayor of Moscow, failed member of the Federation Council and employee of the Yukos Oil Company. The court found the former head guilty of deliberate tax evasion in the amount of 28.5 million rubles. Shokhin demanded that Shakhnovsky be sent to a settlement colony for a year and a half []. The court sentenced the businessman to one year in prison. However, he was immediately released from punishment due, as it was said in the verdict, “with a change in the situation.” Shakhnovsky was credited with the fact that he had three minor children, state awards, he compensated the tax authorities for the damage, he did not work at YUKOS at the time of the verdict and did not pose a public danger [].

On February 2, 2004, Shokhin first acted as a state prosecutor in the trial of the murder of State Duma deputy Sergei Yushenkov. Shokhin demanded life imprisonment for two defendants - Mikhail Kodanev, whom the investigation considered the customer and organizer of the murder, and the direct perpetrator of the crime, Alexander Kulachinsky. The court sentenced both to twenty years in prison to be served in a maximum security colony. Their accomplices Igor Kiselev and Alexander Vinnik received 11 and 10 years respectively. The jury acquitted two more defendants - Anton Drozd and Vladislav Palkov [], [].

On July 20, 2004, Shokhin acted as a state prosecutor in the trial of the so-called “YUKOS case” []. At the final debate, Shokhin demanded that the former head of the Yukos oil company, Mikhail Khodorkovsky, and the chairman of the board of directors of the International Financial Association MENATEP, Platon Lebedev, be found guilty of all charges and sentenced to ten years in prison. He asked the former leader Andrei Krainov to be given five and a half years probation []. In the final version of the verdict, the court sentenced Khodorkovsky and Lebedev to eight years in prison, and Krainova to four and a half years probation [].

On December 31, 2004, by decree of the President of Russia, “for services to strengthening law and order,” Shokhin was awarded the Order of Honor [], [].

In December 2005, Shokhin supported the state prosecution in the murder of journalist and editor-in-chief of the Russian version of Forbes magazine Paul Klebnikov []. However, in February 2006, the case began to be considered anew due to a change of judge. At Shokhin's insistence, it was heard behind closed doors. The case was tried by a jury. The defendants, natives of Chechnya Kazbek Dukuzov and Musa Vakhaev, as well as Fail Sadretdinov, were found innocent and released in the courtroom. Shokhin told reporters that he intends to challenge the verdict [].
