The newspaper refers to the international media association International Consortium of Investigative Journalists (ICoIJ), which has been involved in investigative journalism since the late 1990s. One of the recent ones is dedicated to famous offshore enthusiasts.

According to the information available to ICoIJ, which is published by friendly publications, in particular, The Guardian, the former Minister of Finance of Mongolia, one of the organizers of the election campaign of French President Francois Hollande, the family of Azerbaijani President Ilham Aliyev and many others have savings offshore. In general, a total of about $20 trillion is securely stored in offshore accounts around the world, the newspaper writes.

Among Russians, top managers of Russian state corporations and military contractors use offshore accounts, ICoIJ points out on a special “offshore” map of the world. The organization also mentions citizens related to the Magnitsky case.

Olga Shuvalova also allegedly has offshore assets. According to published information, the company Plato Management is registered in the British Virgin Islands, as well as a number of other companies owned by Severin Enterprises Inc. The owner of the latter is Shuvalova; the company was founded with the assistance of the Moscow agency Amond & Smith, The Guardian points out.

According to publications, when in 2004 the government was preparing a reform to liberalize trading in securities of the gas monopolist, a trust registered in the name of Shuvalov’s wife invested $17.7 million in Gazprom shares through Suleiman Kerimov’s Nafta Moscow company. Four years later, the securities were sold at a price several times higher than the original price.

A version has emerged that the incriminating evidence could have leaked to the press at the suggestion of Pavel Ivlev, a former lawyer and Shuvalov’s classmate, who was involved in the legal processing of the family’s transactions. Ivlev, who was involved in the “first YUKOS case” (he was the managing partner of the ALM Feldmans law office, which collaborated with YUKOS), currently lives in the USA and holds the post of director of the Institute of Modern Russia.

Then, on the eve of the change of government, they started talking about the end of Shuvalov’s career in Moscow. However, they stood up for him: everyone knew about the reform, anyone could take the same risk, buy Gazprom shares and soon make money. Shuvalov himself explained himself: having switched to government service, he behaved “as if the government were for me, as a lawyer, its client.”

Less than six months later, a Moscow court confirmed that he was right. He refused to give out details of the Russian Prosecutor General’s Office audit of the Shuvalov family’s business to the Russian woman Natalya Pelevina, who lives in the United States and organized the “Committee for a Democratic Russia” there.

The supervisory agency previously reported: the Shuvalovs are doing everything according to the law. Pelevina tried to initiate an investigation into the Sevenkey company in the USA and Great Britain - Shvidler lives in the former, and Usmanov has a residence permit in the kingdom. But be that as it may, the matter died out in Russia.
