An attempt to switch to the pseudonym Le Truk was unsuccessful. To avoid a conflict with the recording studio of Alexander Tolmatsky, which owned the rights to the Decl brand, Kirill Tolmatsky added a solid sign to his previous pseudonym: “Decl”. In January 2008, Decl’s fourth studio album “MosVegas 2012” was released, created in collaboration with St. Petersburg musician Beat-Maker-Beat. The following people took part in the recording of the album: Smokey Mo, Dj Nik One, Knara, Gunmakaz, famous Rostov poet Oleg Gruz and others. “MosVegas 2012” has a classic underground sound and a social orientation. A sampler of the disc appeared online on August 31 on Decl’s social media pages. According to the artist, this is an album with a completely new sound - it is recorded in English with melodic choruses and, unlike recent works, is more danceable. Thomas DaVilli, the soul4soul project, Medycin Man, Imal, X-Factor and other Jamaican and African performers took part in the creation of the disc.

The second to be released was a classic hip-hop album, which included tracks with Decl’s colleagues from America, Europe and Asia, where Tolmatsky also planned to use English lyrics.

The third was a planned Russian-language album, on which Tolmatsky was helped to work by El Toro and his brother Black Jacket, Johnny Johnson from the group “Animal Jazz” and others. Some tracks from the upcoming album appeared in rotation on radio stations in New York and Jamaica. In addition, several tracks were recorded with the Spanish band Yall.

In March 2014, the first album from the Decillion trilogy, DancehallMania, was released. The album was recorded together with Jamaican musicians in the local Patois dialect. was recorded after Decl's trip to Brazil. The style of the album's songs is a symbiosis of funk, samba, reggae and frivolous recitative. In the song “Made in Brazil,” Decl quotes phrases from his childhood hits. In the tracks “Bro” and “Favela Funk” Decl tries to defend humanistic ideals (“do good, bro”). The final song “New Hit,” according to music critic Alexei Mazhaev, “unexpectedly corresponds to the title and shows what success Decl can achieve by crossing hip-hop with funk and boldly changing proportions”[15].

In 2020, in an interview with the Voronezh news agency Chizhov Gallery, Decl again repeated the words about his plans:

The world is multifaceted. There are so many interesting things happening that life is not enough for everything. So I'm going to live at least 450 years. Once upon a time I would like to fake my death at 35 and go live on an island. There are a few years left - we need to think about this topic[20][21].

He died at the age of 36 on the night of February 3, 2020 in Izhevsk. He participated in a private party held in the Izhevsk cafe “Posh” in honor of the birthday of the director of the car dealership, Nikita Pantyukhin. After the performance, while in the dressing room, Tolmatsky felt bad. He complained of aching hands and cramps[22]. An ambulance was called, doctors arrived within five minutes and carried out resuscitation measures for half an hour, including adrenaline injections, but this did not help: the rapper died of cardiac arrest (according to preliminary data) even before their arrival[23][24]. His father, producer Alexander Tolmatsky, announced the artist’s death on Facebook[25].

The last post on Decl’s Instagram was his own painting, painted with acrylic on canvas, the inscription on it reads: “RIP RGB”, and in the caption to the work there is an explanation: conspiracy theory collection (collection of conspiracy theories)[26]. Based on earlier interviews and Decl’s recordings, many fans publicly expressed their disbelief on the Internet in the death of their idol[27].

The farewell ceremony took place on February 6, 2020 in Moscow at the Central Clinical Hospital of the Presidential Administration. The funeral took place at the Pyatnitskoye cemetery[28].

On February 17, 2020, in an interview with Channel One, Kirill’s mother Irina Tolmatskaya expressed the opinion that the cause of Decl’s death was overload[29][30]. According to the statement of the Investigative Committee for the Republic of Udmurtia dated March 4, 2020, Kirill Tolmatsky died as a result of acute heart failure, which was a complication of a disease of the cardiovascular system[31].

On July 22, 2020, in honor of the artist’s 36th birthday in Kyiv, the writer Seibyone dedicated a new mural to Decl[32], thus expressing respect for the legendary artist.

Decl performed at a private party in an entertainment club in Izhevsk to celebrate the birthday of the owner of the car dealership. After the concert, Kirill suddenly became ill. The rapper's life suddenly ended. This happened immediately after speaking at a corporate party. Kirill fell into a chair and died suddenly.
