In 2011, Albert Suniev joined UEZ, a Moscow construction company that has been involved in municipal development since 1994. In 2005, the authorities of Kazan awarded Albert Suniev a medal in honor of the 1000th anniversary of the city.

Moscow Vice-Mayor Marat Khusnullin , enjoying the full trust of Mayor Sergei Sobyanin , and feeling his own impunity, is trying to manipulate the results of the procedures for selecting partners for the construction of ten transport hubs.
A number of transport hubs have already fallen into the right hands without any competitions; the remaining ones are being distributed today. Its deputy general director is Khusnullin’s fellow countryman and friend Albert Suniev , in fact the main person in Mosinzhproekt. He also holds the “grain” position of head of the “Office for Experimental Development of Neighborhoods” (UEZ). How much does it cost
The starting price of the lot is small - about 75 million rubles. Suniev assures that Moscow will allegedly receive more than 14 billion rubles in 6 years from land lease alone. This is only more than 2 billion rubles a year. But those private companies that manage to obtain the right to build transport hubs will receive unprecedented profits.
Only 470.2 thousand residential square meters will be built. In addition, about 160 thousand square meters of retail space, about 30 thousand square meters of offices and parking for 239.6 thousand square meters.
Experts suggest that the scale of corruption during the distribution of rights to transport hubs by Khusnullin and Suniev may become record-breaking. It is difficult to doubt that the transport hubs will be given to “their own” and by agreement. After all, this is already happening.
In particular, the construction of a multifunctional center in the Pyatnitskoe Highway transport hub went to the Tashir Group of Companies of the notorious businessman Samvel Karapetyan . Its structures will apparently be built by the Seligerskaya transport hub. Three more in December last year won the bidding for the right to build the transport hub facilities “Park Pobedy”, “Pyatnitskoye Shosse” and “Troparevo”.
Karapetyan was more than once suspected of being able to “negotiate” with city officials. As a result, the businessman easily receives plots of “golden” Moscow land.
Karapetyan and Suniev were able to find a common language without difficulty. Although, given the businessman’s biography, it was impossible to let him near the construction of strategic facilities.
For example, in January last year, Karapetyan’s company missed the delivery deadline for the Tverskoy Passage shopping center. It was not possible to find information that the businessman finally completed the project.
However, this year it was Karapetyan’s Tashir, according to The Moscow Post, that received the right to develop the judicial quarter . There is no need to guess about the reasons for such luck - Karapetyan has excellent relations not only with Vice-Mayor Khusnullin, but also with the head of Moscow Sergei Sobyanin, as well as a number of federal officials.
However, Karapetyan does not exhaust the pool of “lucky” builders who found a language with Khusnullin and his team. The construction of a residential complex with a total area of 67.7 thousand square meters in the Technopark transport hub has already been paid for 330 million rubles, affiliated with the Regions Group of Companies. The group belongs to the Mutsoev family, in particular, to the State Duma deputy of the sixth convocation Zelimkhan Mutsoev . The businessman is a frequent guest in high-ranking offices of the mayor's office.
Marat Khusnullin and Albert Suniev also favor the owners of MR Group Roman Timokhin and Viktor Labudzko. Affiliated with MR Group, it won the competition to purchase a 99% stake in TPU Lyublino LLC. Their structures, TPU-Holding LLC and Atlant LLC, also received the Dmitrovskaya and Khovrino transport hubs.

The current Moscow vice-mayor, Marat Khusnullin, has literally taken over the entire urban planning policy of the capital. The powers of an official are corruption-intensive.
Seven years ago in Moscow, with the coming to power of Sergei Sobyanin, the Urban Planning and Land Commission was created. Without the decisions of the State Construction Committee, nothing can be built in the capital - it is the commission that approves all land and urban planning documents, including construction permits. Legally, the SLC is led by Sobyanin himself, but in reality the decisions are made by Marat Khusnullin.
Construction market players claim that the vice mayor not only oversees his sector, he “protects” the capital’s construction. Location is easy to achieve - it can be bought.
Last May, businessman Sergei Kaluzhin, in a letter addressed to President Vladimir Putin, the heads of the FSB and the Investigative Committee, accused the top officials of Moscow of extortion.
“He (Marat Khusnullin - ed.) started shouting that we were building housing for the poor in front of the future building of the Federation Council of Russia, shouting that he would demolish all the houses at our expense and would never allow us to work on his land. Marat Khusnullin’s screams lasted 30 minutes, but at the end he explained that a way out is possible if we pay a bribe to high-ranking employees of the Moscow City Hall, headed by Sergei Sobyanin,” the businessman wrote.
Allegedly, the official demanded a kickback in the amount of 100 million rubles, and permission to put housing into operation without a kickback, the final recipient of which is Khusnullin, is virtually impossible to obtain.
It is up to law enforcement agencies to check the accusations of blackmail. Earlier, upon receiving 5 million rubles, Marat Khusnullin’s employee, head of the construction department Andrei Arkhangelsky, . The same “Mosinzhproekt” where another “project” of Khusnullin, Albert Suniev, is now “successfully” working.
Whether part of Arkhangelsky’s “kickback” was intended personally for Khusnullin and Suniev is unknown.

As soon as Marat Khusnullin, a native of Tatarstan, himself settled in the capital, he brought with him a group of fellow countrymen who today actually live off state construction orders. Nothing strange, considering that Sobyanin himself staffed his staff with old Khanty-Mansi friends, including such odious ones as Sergei Solodovnikov .
Suniev is not the only long-time acquaintance of Marat Khusnullin who moved to the Moscow construction department. His friend from Tatarstan, Damir Gazizov , a former employee of the Kazan mayor's office, became the head of the Civil Engineering Department (CDA) of the capital.
The volume of financial flows controlled only by these two officials is impressive. Last year, UGS sold 2.5 thousand apartments worth 19 billion rubles. In the same year, UEZ magically won 17 out of 21 competitions totaling 7 billion rubles.
However, even without counting all the construction contracts that go to UEZ structures, Marat Khusnullin and Albert Suniev have work to do for the coming years - to distribute rights to build transport hubs in Moscow.

Until 2014, UEZ was one of the city structures constructing housing, but the scale of its activities was not particularly large: the company’s revenue last year was 421 million rubles. But since 2014 the situation has changed dramatically.
UEZ itself has a portfolio of projects in the field of residential and retail real estate exceeding 500 thousand square meters. m. The company's largest project is housing on Michurinsky Prospekt with a total area of 480 thousand square meters. m. UEZ receives its main orders from the state-owned Moscow enterprise “Civil Construction Administration” (KP “UGS”), headed by Damir Gazizov, another member of the team of the head of the Moscow construction complex, Marat Khusnullin. Although the managing structure of the new holding is UEZ, its core is Center-invest OJSC, which has the largest portfolio of development projects with a volume of 1 million square meters. m. The company arose in 2010 on the basis of the State Unitary Enterprise "Moscow City Real Estate Sales Center", founded in 1998 to implement development projects commissioned by the Moscow government. To date, Center-invest has carried out the reconstruction of two microdistricts of the city: microdistrict. 4–5 district of Izmailovo (Eastern Administrative District) and block 18 of the Lomonosovsky district (South-Western Administrative District). Some of the apartments went to people on the waiting list and for resettlement from the center of Moscow. In 2014, the revenue of this company grew more than 100 times - from 23.4 million rubles to 2.5 billion rubles. The hundredfold increase is explained by the fact that a number of projects with a total area of about 1 million square meters were transferred to Center-invest. m, started but not completed by various investors in the 2000s. The largest of them, with a total area of 490 thousand square meters. m - microdistricts of the 1st and 2nd districts of Levoberezhny in the north of the capital on the site of demolished five-story buildings. In a number of cases, investors were forced to abandon the implementation of projects because land plots were not registered with Rosreestr (this, for example, happened with the MFC project on Kursk Square), or the plots were not formed. According to the head of Moskomstroyinvest, Konstantin Timofeev, as a result of this assignment, investors’ legal claims against the city in the amount of 39 billion rubles were dropped.
After receiving such a large portfolio of projects, the financial position of Center-invest changed greatly. If in 2013 the company had a loss of 203 million rubles, then in 2015 the company expects a profit of 4.58 billion rubles. And in just three years (from 2015 to 2017), the joint-stock company plans to receive about 22 billion rubles in profit.

Let's give an example: on August 4, 2020, UEZ orders work on the design of facilities. As a result of purchasing from a single supplier, Mosproekt-4 OJSC receives an order for 129.4 million rubles.
And two months earlier, the same JSC Mosproekt-4 became the developer of design and estimate documentation for 13.2 million rubles. The initial price of the contract was 15 million, and the second participant offered 11 million, but did not win the competition.
On the same day, another purchase was carried out in the amount of 70 million. The only participant (obviously, few people need 70 million) and, accordingly, the winner was Corsair LLC, established, and 99% of this company belongs to International Commercial, located in the Seychelles islands. Apparently, 70 million received from joint-stock companies with state participation ended up going offshore.
The “Department for Experimental Development of Neighborhoods” is also the governing body for the constructed houses. A certain LLC Management Company "Orion" is appointed as a managing organization in multi-apartment residential buildings, in which one of the founders, Vera Astafieva, is simultaneously a director and one of the participants in LLC "Legal".
30% of Legal LLC, according to an extract from the Unified State Register of Legal Entities, is owned by the deputy head of UEZ JSC Ruslan Kashaev (at the same time, the UEZ website states that Kashaev was the director of Sodeistvie from 2006 to 2011), who is the chairman of the procurement commission JSC "UEZ" Is there a conflict of interest in this situation? And the fact that Ruslan Kashaev is a business partner of Alfat Suniev, apparently the father of his leader? Alfat Suniev and Ruslan Kashaev are co-founders of Stroyholding LLC, located in Tatarstan. These are just some of the examples of how organizations are connected, one way or another receiving money from the JSC “Management of Experimental Development of Neighborhoods”. All these companies end up being connected into one system, the key positions in which are occupied by Albert Suniev’s deputies. Unlike officials, employees of state-owned joint-stock companies (with state participation) are not required to report income and expenses, create anti-corruption commissions, and there is not even an “anti-corruption” section on the company’s website.
Albert Suniev came to the attention of journalists more than once. In Kazan he owns a large automobile business, MB-Irbis. The company not only sells cars, but also receives government contracts for their maintenance. Over the course of 2.5 years, the car dealer received government contracts worth 1.3 million rubles. Under these contracts, MB-Irbis carries out maintenance and repair of Mercedes vehicles of the Municipal Budgetary Institution "Economic and Transport Administration" (HTU) of Kazan and the motor depot of the Mari El government, that is, Suniev's company services the cars used by the leadership of the two republics.

Another company of Albert Suniev, Gazspetsproekt, was able to receive government orders totaling 132.3 million rubles, with the main customer being the Department of Capital Construction of Engineering Networks and Development of Energy Saving Technologies of the Republic of Tatarstan (JSC UKS). Gazspetsproekt builds water disposal systems, treatment facilities, gas pipelines and other engineering infrastructure facilities commissioned by UKS. It is interesting that the business partners of Marat Khusnullin’s wife also have an interest in the water supply and water treatment system; they received the assets of the liquidated Kazan Vodokanalservis. And Mrs. Khusnullina’s hunting estate “Kamsky Bereg” (Lilia Khusnullina has 50% of Kamsky Bereg LLC, according to the Kontur Focus service) has been managed since June of this year by CJSC Economic Consulting Group, which owns 25% in the enterprises the former Kazan Vodokanalservice (ZVKS JSC, VKST JSC and VKS-Service JSC).
Today, UEZ, as a management company, controls four more significant participants in the construction market. However, apparently, the emerging group itself will become part of the construction superholding being formed by the Moscow government, headed by Mosinzhproekt OJSC.
Mosinzhproekt (revenue in 2014 - 84.4 billion rubles) two years ago from a municipal design institute, specializing mainly in the design of utility networks, became a corporation with a gigantic budget. The Institute received 500 billion rubles for the design and construction of metro and roads. Another longtime acquaintance of Marat Khusnullin, Konstantin Matveev, ex-head of Neftegazinzhiniring LLC, a company created to build an oil refinery in Nizhnekamsk, was appointed to the position of general director of Mosinzhproekt. At the same time, Mosinzhproekt does not build the metro and roads itself; its role is reduced to design, technical orders and distribution of money for the construction of these facilities. Only 3.51% of the total volume of work was completed with our own construction work. And in 2020, Mosinzhproekt also acquired ownership of Center-Invest OJSC. Moreover, the FAS agreed to contribute to the capital of Mosinzhproekt and UEZ Albert Suniev, and all companies placed under his management, and Mosproekt-3, and OJSC MNIITEP.
It is worth noting that the development holding under the management of UEZ is similar to the construction giant Tatstroy, which, when Marat Khusnullin was the Minister of Construction and Housing and Communal Services of the Republic of Tatarstan, built 200 thousand square meters. m of housing per year and occupied 10% of the construction market in Kazan. It is similar in that all his resources and obligations - sites, money, construction permits, etc. - are provided by the state, and control is in the hands of people from the circle of the ex-minister. But Tatstroy found itself bankrupt as soon as Khusnullin left for Moscow to head the Moscow construction complex. And the assets remaining after the bankruptcy of Tatstroi ended up with the business partners of Marat Khusnullin’s wife, Liliya Khusnullina.
The company's revenue in 2010 was 3.5 billion rubles, in 2011 it fell to 0.8 billion rubles. The holding had government orders (apartments for the Ministry of Defense, the Burevestnik swimming pool for the 2013 Universiade in Kazan, etc.), and Khusnullin himself was a member of the board of directors of Tatstroy. In 2010, Marat Khusnullin left to work as vice-mayor for construction in Moscow, and Tatstroy OJSC was on the verge of bankruptcy. In May 2013, the company ceased operations. In place of OJSC Tatstroy, OJSC TST-Arenda and OJSC TST-Prom appeared in 2013. Both of these companies are controlled by the Cypriot offshore Wetanix Enterprises Ltd. (about 70%), and the remaining almost 30% belongs to CJSC RKS (more than 20%) and LLC Management Company Rost (about 7%).
OJSC TST-Prom has already been liquidated. The remaining TST-Arenda OJSC is registered at the same address as the companies of Liliya Khusnullina. It is unknown who is behind the offshore Wetanix Enterprises Ltd.
99% of Management Company Rost LLC is owned by Alfiya Shakaeva, who, together with Invest Plus of Liliya Khusnullina, is a co-investor of OJSC Business Medical Center in Kazan, LLC Averdix (owns 50% in OJSC Tatstroy), OJSC Vodokonalservice" (controlled by the same offshore Wetanix Enterprises ltd. and the Ministry of Land Property of Tatarstan). More than 1% of shares in Management Company Rost LLC belong to Sofia Pukhacheva, who today manages the hunting estate of Liliya Khusnullina - Kamsky Bereg LLC.
20% of TST-Arenda from CJSC RKS, or from Elvira Niyazovna Kamalova, General Director of TST-Arenda. Mrs. Kamalova is a member of the boards of directors of OJSC Chistopol Heating Networks Enterprise and OJSC Chistopol Elevator. The shareholder of Chistopol Elevator OJSC was the Chistoe Pole agro-industrial complex, which leased land from Liliya Khusnullina. Kamalova is also a co-investor of the Ilmar Hotel with a medical center. Thus, about 30% of TST-Arenda OJSC, which appeared after the liquidation of Tatstroi, belongs to the direct business partners of the wife of the ex-Minister of Construction and Housing and Communal Services of Tatarstan Marat Khusnullin.
Marat Khusnullina’s wife, Liliya Nailievna Khusnullina, having moved to Moscow, continues to own land, a hunting farm and a freight transportation company in the Republic of Tatarstan. Only at the beginning of 2012 did she sell the quarry that supplied clay to one of the largest and most modern brick production plants in Tatarstan. But in the declarations of Marat Khusnullin, available on the Moscow government website, this information is not reflected.
