The message about the defense and the abstract itself, in which the concept of a unitary state was built, attracted the attention of the media[25][26][27], but the defense itself, for an unknown reason, never took place[28]: currently, from the website of the Higher Attestation Commission of the Russian Federation an announcement about it has been removed, the abstract is not available; In the catalog of dissertations of the Russian State Library, the abstract of S. S. Sobyanin’s doctoral dissertation is also missing[29].

Mayor of Moscow[edit]

On October 9, 2010, he was included in the list of four candidates for the post of mayor of Moscow, proposed to the President of the Russian Federation D. A. Medvedev by the United Russia party[11].

On October 15, 2010, according to the current legislation, Sobyanin’s candidacy was submitted by the President of the Russian Federation to the Moscow City Duma to vest the powers of the mayor of Moscow.[12][13].

A few days before the vote in the Moscow City Duma, as a candidate for the position of mayor of Moscow, Sobyanin told what he plans to do as mayor. He promised to fight corruption and traffic jams, and also “solve the problems of every Muscovite.” At the same time, Sobyanin noted that he “does not have a coherent program of action, but he has a vision of the problems that need to be solved”[14].

On October 21, 2010, the Moscow City Duma officially approved Sergei Sobyanin as mayor of Moscow[15]. On the same day, Russian President Dmitry Medvedev relieved him of his post as Deputy Prime Minister - Chief of the Government Staff[16].

In November 2010, Sobyanin said that those officials who could prove themselves in solving city problems would remain in their posts in the Moscow government, and those who could not cope would be fired.[17].

Medvedev positively assessed Sobyanin’s first month as mayor, and he, in turn, noted that “working in the new position is difficult, but interesting.”[20].

In September 2011, Sobyanin, reviewing the forecast for the socio-economic development of Moscow at a meeting of the Moscow government, noted that in 2012-2014 he would achieve an increase in the gross regional product of Moscow by 4% annually, and at the same level the annual growth of real wages of Muscovites would be ensured .[21]

On October 19, 2011, reporting to the Moscow City Duma for his first year and delivering a budget address, Sobyanin noted that he managed to “change the ideology of the city’s development” and stop the destruction of historical Moscow, eliminate advertising structures and establish a fight against unorganized trade, and ensure budget transparency , achieve the development of the public transport system by increasing the speed of buses by 20-40%, modernize healthcare and education, and achieve greater openness of city government.[22]

On June 5, 2013, he resigned of his own free will. He took part in the mayoral elections as a self-nominated candidate.

On September 8, 2013, he was re-elected for a new five-year term in the elections for the mayor of Moscow on the Unified Voting Day. He received almost 53% of the votes of voters who came to the polling stations of the capital. The inauguration of S. S.
