Such a cell cannot recover naturally. That is, it is enough to burn your hair once with a 9% oxidizer - and that’s it. Aggressive chemicals destroy these bonds, and water evaporates from the cells. As a result, the hair begins to dry out and break off.
If you add a few drops of caring oils to an aggressive chemical reagent, the reagent will not stop being aggressive.
Balayage and shatush dyeing, which does not affect the roots, is also done with high percentages of an oxidizing agent (H2O2). These techniques reduce the likelihood of growing long locks.
