Russian primaries are more constructive than in the United States

— Andrey Georgievich, this is not the first time primaries have been held, but still this is a fairly new phenomenon in the political life of Russia. From an expert's point of view, what are primary elections? What is this procedure used for?

— There are several things that need to be noted: on the one hand, primaries are a procedure known in many countries; first of all, it is understood as intra-party voting. We know, first of all, a country like the USA, and now we have a real opportunity to compare. And we have primaries, and they have primaries. Ours are even more constructive, with fewer scandals than in the United States. Although it has its own specifics.

Of course, this is an element of the development of internal party democracy, public democracy, and in this regard, preliminary voting is a very important thing. Of all the political forces that exist in the Russian Federation, only two structures managed to hold primaries (organize, withstand this entire process), and one with varying degrees of success. We know that the PARNAS party held primaries together with United Russia, and it all ended in big scandals, inconsistency, for example, the desire of the Yabloko party to go separately. We don’t see this with United Russia; we see a fairly united movement towards choosing those candidates who are supported by the majority.

People ask tough questions, you can see different points of view, an alternative

But according to the rules of debates, one cannot criticize one’s competitors. Doesn’t this affect the severity of the debate?

— What happened in Tatarstan before that came down to the fact that people simply introduced themselves: “Here I am Ivanov, they represent such and such a party, I have such experience,” they told their biography and stated two or three theses on that area activities that are most accessible. And today we see the format of the debates (and we haven’t had many debates lately), and these primaries are a clear democratization of the political system. We can agree with those who, in a rather serious and tense time due to the fact that the socio-economic situation is not the best now, went to show these problems and discuss them openly. Because we see that socio-economic topics are predominantly raised, and today there are many acute and painful issues. For example, income, rising prices, stability of the ruble, healthcare, education. And people ask tough questions, and all this passes, and you can see different points of view, an alternative. Why debates, in fact, exist, to identify the most adequate point of view and make an adequate management decision. In this regard, debate is indispensable.

— What issues became the main ones during the debates in the primary elections in the Republic of Tatarstan?

— A wide range of issues are discussed at the primary elections; a wide range of issues on industrial development, food security, import substitution, small business development, and the state of the social sphere (health care, education) are discussed meaningfully at the primary elections (debates). In fact, there are no taboo topics at the debates; all problems are discussed. For us, of course, republican topics are closer, but we are discussing issues that are characteristic of all of Russia, the international situation. The same gaps in import substitution cannot be discussed without touching on the international context.

We see a fully developed election campaign

— What trends are characteristic of the primary elections in the Republic of Tatarstan?

— Before this, the elections were not according to the full scheme. Take the “presidential” campaign in Tatarstan. We have not seen the full scheme of the primaries. Now we see the full one. This, of course, adds burden for its organizers. There will be a full voting, everyone can vote. We see a fully developed election campaign. This is probably the main innovation, and it is still unusual for our voters. It’s too early to sum up the results, but I will say that this event became an open process for many groups, political forces, and not just members of one party. “United Russia” unites many social forces; on this platform they have the opportunity to express their point of view, and it does not always correspond to the party’s program.

How serious can we call the primaries, both from the point of view of competition and from the point of view of responsible participation?

— At the moment, there are about 70 people in Tatarstan who remain on the lists and for whom people will vote. In this list we see both current deputies of the State Duma, and representatives of the deputy corps at various levels, representatives of the executive branch, ministers of the Republic of Tatarstan, they were nominated, and some announced their resignation from the primaries. This indicates the seriousness of the process, serious competition, and it turned out that even quite influential people cannot always cope with general political processes. But since such serious people are involved, it shows the status of the process itself.

— How do you assess the participation of young people?

— The ONF is very actively involved both in the debates and in the entire procedure. This was quite expected. In addition, contrary to popular assertions, that our youth do not go to the polls, that they are not interested, very large participation, in terms of nomination (including independent candidates from youth), is an absolute plus. Usually we think differently and scold our youth for not being active in political campaigns.

A person can draw up a rough list of candidates

The primaries are widely covered in the media. Does the average person need this?

“You have to think about how much such wide coverage in the media is needed by the average person, but, on the other hand, a person receives complete information, he can compile for himself an approximate list of candidates for whom he will vote in real elections, and, accordingly, undergo some practice.

The only problem is that many people do not understand the difference between primaries and elections, and believe that these are real elections. Therefore, the task of the media, the request to them, is to explain to people that these are primary elections, and then there will be real elections. As long as the elections are held in one party, and since they are quite wide, an illusion may be created that we have already gone to the polls, voted, why vote again. You need to understand that the real elections are in the fall.

When will primaries become part of the entire political life of the country, and not just one party?

— The entire system of primaries will fully take root in Russia when four parliamentary parties (maybe there will be something different in these elections) will hold primary elections. We see that only one of them holds primaries. United Russia went to expand the circle of participants and those who have the right to vote, in order to make the process more democratic, and to see their candidates in real conditions and watch them before the real elections. If now they score big points, and then have poor results in the main elections, why bother starting the procedure?

The Communist Party of the Russian Federation, the Liberal Democratic Party, A Just Russia need to catch up to this procedure if they want to continue to be parliamentary parties and participate on equal terms in the fight against United Russia.

— The communists say that they hold party conferences, which are analogous to primaries, is this really true?

— I think that the Communist Party of the Russian Federation is not yet ready for real primaries of this format. There are many reasons - not just desire or unwillingness. Many things are connected with the organization, with the absence or presence of leaders, much depends on financial and organizational capabilities. Therefore, today the fact that the communists hold conferences - yes, this is a form of their primaries, what their party is capable of today. But if we look at the data of sociological research, we will see that the popularity rating of United Russia, despite all the crisis phenomena, is close to two-thirds of the population, while among the communists it approaches 10%. This difference is probably explained by the difference in the capabilities of the parties, and at the moment the voter expresses a clear preference for United Russia. If we take Tatarstan, we have the LDPR, A Just Russia, do not get into the legislative assembly, they cannot overcome the 5 percent barrier. From the point of view of the research that we are conducting, there is confirmation that they really cannot pass this barrier.

— What forecasts do you have based on the results of the preliminary voting?

— Forecasts are a thankless thing, I can refer to sociological research that we conduct as representatives of the expert council at KFU, and I can say that certain leaders have emerged in this race. Among them, first of all, I would like to mention Alexander Sidyakin. We know that he is not a native of Tatarstan, now the person is very active, a very competent polemicist, I can say that in difficult student audiences, with political science students who ask very pointed questions, Sidyakin looked like a great fellow, this is also recorded by public opinion.

The heavyweight of Tatarstan politics is Deputy Prime Minister Marat Akhmetov, also a man widely known in the republic. Today he demonstrates the validity of each thesis he expresses and has experience in practical work.

You can’t tell about everyone, so let me just list that the most notable figures are the deputies who currently represent Tatarstan in the State Duma: Airat Khairullin, Irek Boguslavsky, Marat Bariev, Ildar Gilmutdinov - all these people are known both in the republic and abroad, have extensive work experience.

Among the leaders one can also note representatives of the ONF - Bikeev, Khusnullin.

The famous athlete Irek Zinnurov showed himself to be a mature politician. Apparently, Farrakhov, the former Minister of Health of the Republic of Tatarstan, can hope for a decent result. Murad Gadylshin, who has significant experience in the State Council of the Republic of Tatarstan and as vice-mayor of Kazan.

Eduard Sharafiev, who until recently occupied a prominent position in the regional branch of the A Just Russia party, showed himself during the primaries, and is currently participating in the primaries of United Russia. In the Oktyabrsky settlement of the Zelenodolsk region, he is well known and, in my opinion, he can count on decent results in this area.

We can say that young people are well represented, but it is unlikely that all of them will immediately become deputies; rather, people will vote for serious figures, those who have experience.

— Are there clearly weak participants in the primaries?

— The prospects of Mr. Chaika, who practically does not participate in the primaries, depend entirely on the top leadership of the United Russia party and political expediency in forming lists and nominating candidates from the party.

— What are your forecasts for the main elections?

“I think that if we take the current state of affairs and assume that the situation will not worsen much, it is clear that the party that is in power is primarily responsible for the processes that are taking place. Therefore, if the socio-economic situation worsens, it gets worse, United Russia will lose points, but so far the situation is good, 2/3 of the population is for them, and other parties do not gain percentages that can even be compared with these.

If they lose support, the interest will most likely go to the communists; they can be criticized for many things, but I would draw attention to the fact that this party is the most powerful opposition structure in Russia. In single-mandate constituencies, surprises are possible, but in general, the dominant party will most likely be with the party in power.
