In April, Rustam Minnikhanov, at a meeting with the Tatar public in Ufa, urged them to vote for Khabirov. “2 million Tatars in Tatarstan, 1 million here. There is no one closer than the Tatar and the Bashkir. Our culture and religion are the same. We must think about our language and take care of the Bashkirs,” the President of the Republic of Tatarstan said then.
The acting head of the Republic of Belarus, when asked why the Tatars should vote for him, explained today that that support was the initiative of his Tatarstan colleague. “I cannot not conduct an election campaign; it would be irresponsible in relation to the decisions that were made in the country at the presidential level,” said Radiy Faritovich. “The purpose of an election campaign is to tell residents a little more about who you are and how you work. But I do more in real work, because there is nothing more effective than real work. This was the position of Rustam Nurgalievich. We have a long, deeply respectful relationship with him. True, Khabirov recalled the creation of a multilingual Tatar gymnasium in Neftekamsk, hinting that this category of voters should also be happy, although he refused to call the Tatars a separate “category”, making it clear that these are the same inhabitants of the republic as the Bashkirs and Russians.
— We have started designing a multilingual Tatar gymnasium in Neftekamsk. There are such growth points where the Tatar population lives quite densely. Moreover, even Neftekamsk residents tell me that school principals from neighboring cities come to us, Tatar and, interestingly, Udmurt, they want to come to this gymnasium. It’s still small, but there are excellent living conditions, good education and everything else,” he noted.

“No such work is being carried out,” Khabirov snapped. “We are still preparing organizationally for the census. At the same time, this is such a delicate question - I am a Bashkir, and as the leader of the republic, I am concerned about the fate of the Bashkirs: the future, culture, history. A very important point here is the self-identification of the residents of the areas you are talking about. You know, there were even opinions that from the point of view of “real” Bashkirs, those who live in the north-west are not Bashkirs. Although they considered themselves as such. This is a matter of inner self-awareness. It's not easy here. There is such a thing that if you say “La ilaha il Allah Muhammad Rasul ullah” (“There is no god but Allah, and Muhammad is his prophet” - ed. ), then you are a Muslim. But here, if a person considers himself a Bashkir and says that he is a Bashkir, that is his right.” And this is very good, the acting head of the Republic of Belarus believes, the authorities of the republic contribute to this.

After returning from the army, Radium became seriously interested in jurisprudence. He makes a wise decision to become a lawyer, and easily enters the Faculty of Law of BSU.
Having studied there with excellent marks, he receives a honors diploma and takes the position of assistant at the department of public law and construction at his home university.
In addition to accepting a teaching position at the university, Radium simultaneously became the head of the trade union committee. He worked in this position until the beginning of 1992.
Then the young lawyer makes a strategically correct decision: he goes to Turkey to enroll in the master's program at Bilkent University, located in Ankara. The future politician studied for a master's degree for two years and returned to Russia.

Biography
The boy’s parents noticed leadership qualities in him from childhood and supported their son in every possible way. After graduating from school in 1981, Radium went to work at a factory and began to learn the craft of a milling machine. This did not last long and six months later the guy was drafted into the army, where he served until 1984. Returning after completing his military service, the guy became interested in jurisprudence and entered the corresponding faculty at the Bashkir State University.
He graduated from the university with honors and became an assistant at the department of public law and construction at his native university, and part-time head of the trade union committee. He worked there until 1992.
Next, the future politician decided to enroll in a master's program at the Turkish Bilkent University in Ankara. There he studied for 2 years and returned to Russia. Having received additional education, Radiy Faritovich returned to his native university, but as a senior teacher.
Already in 1998, he occupied the position of deputy dean of his native faculty, defended his PhD and became an associate professor of legal sciences. After another 4 years, the deputy dean became the director of the Institute of Law of BSU and held this position for a year.
In September 2003, Radiy Faritovich headed the administration of the President of the Republic of Bashkortostan and worked in this post until 2008. Having played too much and become entangled in his own intrigues, he tried to remove the head of Bashkiria Rakhimov from his post, for which he paid with his position.
Murtaz Rakhimov fired Khabirov with a big scandal and a criminal case was even opened against the politician. The main reason for his removal from office was the concealment of his own income from the tax inspectorate. In addition, Khabirov was suspected of corruption and newspapers vied with each other to write about his illegal activities.
The media said that Radiy Faritovich was involved in raider takeovers, forced organizations to declare themselves bankrupt, sold state property, carried out fraud with apartments, sold mandates to the State Duma, local parliament and other “warm places”, took bribes from applicants to a state university. Then Khabirov lost his place in United Russia and almost went to prison.
The result of the investigation was the closure of the case and the politician’s move to the capital of Russia. There, thanks to Vladislav Surkov, he received a leading position in the department for interaction with the Federal Assembly and political parties of the Department of Internal Policy of the Administration of the President of the Russian Federation.
The politician worked in this position for about 8 years and then, in 2016, was dismissed. This was not the end of Khabirov’s political career. After some time, he won the election to the post of head of the city of Krasnogorsk and became the mayor. This became the launching pad for the final assignment.
Teaching activities
Having returned from Turkey and once again found himself within the walls of his native university, Radium began active teaching work.
Having started his professional development as a senior lecturer, our hero very quickly climbs the career ladder, occupying the position of deputy dean of the Faculty of Law in 1998. He successfully defends his Ph.D. thesis and receives the title of Associate Professor of Legal Sciences.

Having graduated from the university with honors, Khabirov wanted to stay at the educational institution, where he found a position as an assistant at the department of state law. After working for a couple of years, the young lawyer was sent to Turkey, where from 1992 to 1994 he was a graduate student at Bilkent University (Ankara). Upon his return to his homeland, he was given the position of senior lecturer at the Faculty of Law at Bashkir State University, where he worked until 1998.
Khabirov could not stop there, and from 1998 to 2002 he prepared his dissertation. Having defended his academic works, the 38-year-old teacher became an assistant professor. He immediately got the position of deputy dean at the law faculty of his native Bashkir State University. And since 2002, Khabirov began to replace the director and headed the Institute of Law on the basis of the State University of Bashkiria.
Policy
The year 2003 can safely be called a turning point and significant in the fate of our hero. It was in 2003 that Radiy Faritovich left the position of rector of the institute to go to work in the Administration of the President of Bashkiria.

In mid-2008, President Rakhimov agreed to transfer Khabirov to the Administration of the Russian President. This circumstance served as a reason for intensifying persecution of him by security forces, which were under the control of regional authorities.
The signal to discredit Khabirov was given by the article “Murtaza’s Successor,” which was published by Gazeta.Ru on July 16, 2008, which was received very negatively and with pain by those around the Bashkir president.
To disrupt the new appointment to the Russian presidential apparatus (the invitation was made by Vladislav Surkov), certain opposition forces took a number of steps. In particular, they contributed to the direction of the local Chamber of Control and Accounts and law enforcement agencies to search for incriminating evidence regarding Khabirov.
Moving to Moscow
In 2009, a young politician receives an offer to leave Bashkiria and move to Moscow. In the capital, he is hired into the Management Office of the President of the Russian Federation.
Important note! In 2009, a unanimous decision was made: to stop the prosecution against Radiy Khabirov due to lack of proof of criminal intentions, with the automatic restoration of membership in the ruling party bloc “United Russia”.
From this moment, Radiy Faritovich begins to perform responsible work as deputy head of the Presidential Administration for resolving internal political issues of the country. Thus, Rostislav Murzagulov became his right hand and closest assistant, assisting the mayor in matters of investment and entrepreneurship, as well as public relations.

Roads and road junctions were built, new recreation areas and sports grounds were opened, and houses were erected. In Moscow, after moving and reaching a high federal level, the career of a politician is rapidly developing. In 2011, a famous millionaire named Mikhail Prokhorov expressed serious resentment towards Radiy Khabirov. He accused the politician of initiating a raider takeover of the congress of his party called “Just Cause.” According to the Kommersant publishing house, the millionaire stated that Khabirov was personally involved in organizing an attack on his congress.
Therefore, the congress of Prokhorov’s party, at which it was supposed to accept new candidates and approve the program, began with a loud scandal. The head of the party’s press service, Maxim Chizhov, said that nine pseudo-deputies and “decoys” were able to infiltrate the congress’s credentials committee, while the real delegates were unable to speak because their microphones were turned off. Where did he come from? - Good question. Let's start with the fact that he is a lawyer, worked as a teacher, then as the head of the Institute of Law at the Bashkir State University. After this there was a situation when the then president of the republic [Murtaza Rakhimov - approx. ed.
] realized that he needed some updating, realized that his peers and his classmates, with whom he began his presidential journey, were beginning to lose somewhere. And he began to look for some young promising people. Actually, that’s when he found Radium. He, in turn, recruited a young, interesting team and gave the good result that Murtaza Rakhimov was counting on. He was noticed in the Kremlin and invited to a prominent, serious position. And after that, such jealousy arose among some people close to Rakhimov, who decided that if Radiy Faritovich was allowed to take this position, he would become a threat to Rakhimov and those around him. Then they started trying to denigrate him and come up with some kind of compromising evidence. But, to Radiy’s credit, they found an unpaid tax in the amount of 3 thousand rubles and an undeclared garage - that’s all that was found. And they also said that some student gave him a bribe. Then, however, it turned out that the police had seized this student for some kind of offense; and suddenly, out of nowhere, he made some kind of statement, and all his other sins were forgiven. That is, there was such a story.
Then there were eight years of work in the Kremlin. All these years, various other leaders and other prominent people in Bashkiria continued to think that he could pose some kind of danger to them, and just in case they picked him. In the end, it turned out that he was not aiming for anything, but was working in a high government position. Now he is moving on from it.

— Under Murtaza Gubaidulovich, what positions did he hold?
— He was the head of the presidential administration. And if you take the “table of ranks” of the Republic of Bashkortostan in those years, then it was probably somewhere in the second or third position in the republic. And objectively, in terms of influence, he was the most serious person after Rakhimov himself.
- Still, why was he sent to Moscow? Was it a banishment or a promotion?
— Of course, it was a serious increase. He had, relatively speaking, the position of one of the vice-governors in the region. And then he took the position of head of a department in the presidential administration, and this position, from the point of view of the civil service, is naturally higher. This was an interesting challenge for him, and he gladly accepted it. Moreover, he did not accept it himself, but then went to consult with Rakhimov, he respected him immensely, was obliged to him. And Rakhimov released him to this position, blessed him, called Surkov, said that this was a very correct decision, and so on. Then this conspiracy was invented.
— They say that Khabirov’s star lit up in 2003, during the presidential elections in Bashkiria, when Sergei Veremeenko and Ralif Safin also applied for this post. And, as Abbas Gallyamov told our publication in an interview, Rakhimov essentially lost these elections. However, Radiy Faritovich helped Rakhimov win. Is this true or not?
— Then Radium had just started working in the administration of the President of Bashkiria. Everything that is attributed to him - both merits and failures - must be seriously divided by 16. In that situation there were many players, there was a serious influence on what was happening, and Ural Rakhimov - the son of Murtaza Gubaidulovich. Other characters also influenced, each tried to curry favor with the woman [M.G. Rakhimov, - approx. ed.
], everyone tried to do something that would definitely save him. In this sense, a lot of wood was broken, a lot of all sorts of dirt eventually came out. All this arose thanks to this configuration, when there were many such people. Then, after the elections, Rakhimov decided that he had one chief vizier, in fact, it was Radiy. This chief vizier began to determine domestic policy. Yes, everything was fine with him: with ratings, with opponents, and with everything else. And when there was this mess of 2003, there really was a lot of different nonsense.

Women in the life of Radia Khabirova

The next high-profile scandal erupted in 2011, with the then well-known Mikhail Prokhorov. The next congress of the billionaire's Right Cause party was suddenly hijacked: Prokhorov's delegates were left sitting with their microphones turned off, while the front ducks tried to push through and approve their program.

But not only the political career of Radiy Faritovich is full of ambiguous situations. The politician’s personal life is still under threat, because the charge of non-traditional sexual orientation against him has not yet been dropped. In one of his interviews, the politician said about himself: “I am a Muslim and a believer. But here’s what’s especially interesting: all my children are Orthodox.” The fact is that not only Khabirov’s children are Orthodox, but also their wives. And both: the former Larisa and the current Karine. His father Farit Barievich devoted his entire life to education, working as the director of a village school and devoting more than one decade of his life to his students.
It is worth noting that it is thanks to the efforts of father Radiy Khabirov that today on the site of the old dilapidated school there is a new modern building in which it is safe and comfortable to study. Politician Radiy Khabirov’s family is large and friendly. Radium has two brothers. The elder brother, judging by information from an interview with the politician himself in Ufa magazine, received the profession of an oil worker, and worked for many years in the difficult conditions of the Far North.
Also in this interview, Radium did not ignore his middle brother, briefly talking about him. The middle brother of the politician is a talented and very educated person. He brilliantly graduated from two institutes, receiving degrees as an engineer and a lawyer. For some time he was an employee of the Registration Chamber of Russia.
