    – Against the backdrop of the latest scandals related to the theft of state funds, Putin’s personnel decisions look like this: the Moscow region was stolen - the country’s chief rescuer S.K. was appointed to save it. But seriously speaking, given the potential and significance of the Moscow region for the country, we had the right to expect that S.K. But, apparently, the scandalous failure of Anatoly Serdyukov was such a surprise for the Kremlin that Shoigu had to be torn out of the Moscow region in a hurry. There was, however, hope that such an important region would be headed by a federal politician, so the appointment of Andrei Vorobyov was quite unexpected. Of course, there is some explanation for this. It has been said many times about the clan-like nature of Putin's power. His appointees, as a rule, belong to some family clan that has a corresponding family business. And all together they form Putin’s large family clan. Someone might say that this is how it is done throughout the capitalist world. This is both true and not entirely true. The fact is that Russian capitalism has its own peculiarity - it grew exclusively on the instantaneous bandit robbery of the people, flourishes due to the constant cutting of budget funds, and if it bears fruit, it is against the backdrop of eternally invincible corruption. In order for such a political system to be unshakable, and for the common people (in their understanding - cattle) to be constantly in their service, these family clans delegate their best representatives to politics. Or rather, to “United Russia”. One of the striking examples of such representation is United Russia member Andrei Vorobyov, who is now given the opportunity to rule the Moscow region. It is officially believed that 42-year-old Andrei Vorobyov achieved great success in politics solely due to his talent, and this is probably true. But it is no secret that his father Yuri Vorobyov, former First Deputy Minister of the Russian Federation for Emergency Situations S.K., contributed to the development of such talent. Until 2002, he was the official owner of 60% and the general director of Russian Sea CJSC. According to A. Vorobyov himself, in 2002 he sold these shares to his brother Maxim Vorobyov. However, for the period 2007–2008, Russian Sea CJSC was 100% owned by the Cyprus offshore company Avrora Industries Ltd. In the quarterly reports of Russian Sea CJSC, it is noted that in February-May 2007 it took out four loans from Avrora Industries; only one person is listed as interested in the transaction, owning more than 20% of the shares in each party to the transaction - Andrey Vorobyov. According to Sobesednik, Andrei Vorobyov’s family owns a number of companies. Thus, through a Cyprus offshore company, Maxim Vorobyov owns part of the construction industry. At the same time, he did not declare his wife’s income. But his minor daughter earned 17 million rubles in 2011, and 16 million in 2011. United Russia members themselves, knowing Andrei Vorobyov's closeness to Sergei Shoigu, suggest that his appointment will allow him to continue the endeavors of former governor Sergei Shoigu, who served in this post for only six months, as well as to retain some of the “players” of the new team brought by S.K. Shoigu. These “players”, who are not actually connected with the existing stealing elite of the Moscow region, I think, will not be particularly difficult to pick off. The Vorobyov family is personally loyal to Shoigu and Putin. And the appointment of A. Vorobyov will serve as a guarantee that this does not happen and that changes in the “right direction” in the Moscow region continue. After all, residents of the region were impressed by S.K.’s intentions. Shoigu, for example, will finally take care of the dying forests near Moscow, restore order in the land sector and construction, and reduce the debt of the Moscow region (today it is more than 90 billion rubles, almost a third of the budget). And the regional Duma has already begun to adopt relevant laws. As a deputy of the regional parliament, I see a positive thing in the fact that the government of the Moscow region began to work more openly, and S.K. Shoigu managed to remove a number of heads of administrations of cities and districts of the Moscow region who had seriously committed penalties. I would like to hope that these trends will continue. Although, of course, there are great concerns. Sergei Shoigu, having a certain political weight, could clean up the stealing elite near Moscow. Will Andrei Vorobyov be able to afford it? I don't think so. In general, the appointment of Andrei Vorobyov less than a year before the gubernatorial elections is also bad because this year, consider it, is completely lost for the region. This will be a year of continuous election promises and PR, rather than real work that requires the governor to make independent, including unpopular, decisions. But, apparently, Vladimir Putin simply had no choice but to transfer Sergei Kuzhugetovich to save the ruined military department - he did not have any loyal and more or less competent people left in his reserve.

    Biography

    Born on April 14, 1970 in Krasnoyarsk. Father, Yuri Leonidovich Vorobyov (b. 1948), is the former first deputy head of the Russian Ministry of Emergency Situations Sergei Shoigu, and since 2008 - vice-speaker of the Federation Council of the Russian Federation. Mother, Lyudmila Ivanovna Vorobyova, is an entrepreneur. As a child, he played ice hockey at a specialized children's and youth sports school of the Olympic reserve, and played for the national team of the Krasnoyarsk Territory. I studied well at school and loved humanities subjects, especially Russian language and literature.

Later, Vorobyov gave lectures at the Higher School of Economics at the department of theory and practice of interaction between business and government, in particular as part of the course “The Role of Political Parties in Ensuring Constructive Interaction between Business and Government. Russian and international experience"[5].

    In 2004, he defended his dissertation for the degree of Candidate of Economic Sciences at the Civil Registry of Civil Registry under the President of Russia on the topic “Formation and development of the investment potential of the depressed region of the South of Russia” [6].

    In July 2013, the Dissernet project discovered in the PhD thesis of the acting governor of the Moscow region Vorobyov, “Formation and development of the investment potential of the depressed region of southern Russia,” defended in 2004, massive borrowings from previously published sources.     Service in the Armed Forces

    From 1988 to 1990, he served in the Separate Special Purpose Motorized Rifle Division named after F. E. Dzerzhinsky of the Internal Troops of the USSR Ministry of Internal Affairs (OMSDON)[10]. He took part in operations to restore constitutional order in Baku, Yerevan, Kokand and Fergana[11]. He took part in the liquidation of the consequences of the 1988 earthquake in Armenia.

    At the end of 2003, in the elections to the State Duma, he ran for deputy as part of the regional list “Republic of Adygea, Krasnodar Territory” of United Russia, coming in third after the Governor of the Krasnodar Territory Alexander Tkachev and the President of the Republic of Adygea Khazret Sovmen[17].     Head of the Moscow Region

    On November 8, 2012, Russian President Vladimir Putin appointed Andrei Vorobyov to the position of acting governor of the Moscow region[22]. Two days earlier, the former head of the region, Sergei Shoigu, who led the region for only six months, was appointed Russian Minister of Defense. It was reported that Vorobyov will lead the Moscow region until September 2013, when elections will take place[23].

    In June 2013, United Russia nominated Vorobyov as a candidate in the elections for governor of the Moscow region[24]. In July of the same year, Vorobyov took the initiative to confiscate the property of the Russian Academy of Sciences in the Moscow region[7].

    On September 9, 2013, in the elections on a single voting day, he was elected governor of the Moscow region, receiving 78.94% of the votes.

    At the end of May 2014, Russian President Vladimir Putin signed a law on local self-government, the procedure for electing which regions regulate independently. 2 days after this, the Moscow Regional Duma received a project from Governor Andrei Vorobyov, according to which direct elections of mayors with real functions remained only in Reutov. In other cities, mayors will either be elected from among their ranks by local deputies, or the position of city mayor will be removed from the system of executive power, depriving it of managerial functions. In the latter case, real power will be in the hands of district heads or heads of administration (city managers) appointed by the governor. The law also affects the interests of municipalities that do not have city status, where direct elections of their heads are also abolished[25].

    The law was approved in three readings in 24 hours, and representatives of United Russia refused the initiative to discuss the project with local authorities. According to opposition representatives, the hasty adoption of the law was due to municipal elections, and the authorities carried out the division of districts with the abolition of elections for political and economic reasons. Thus, direct elections were eliminated or formalized in the largest cities in terms of population and economic potential. According to political scientist Rostislav Turovsky, with this law, regional authorities refuse dialogue with local elites, building a vertical line and imposing centralized control[25].

    To restore the forests near Moscow that suffered from the bark beetle epidemic and subsequent sanitary felling, in September 2014, Vorobiev launched the “Our Forest. Plant your tree."[26].

    In 2014, Vorobiev approved the governor’s program OVVV, which provides for the sterilization of female stray dogs and their return to the street to live freely in the urban environment. The implementation of this program is designed for the period 2014 - 2020. The program is carried out with money from the regional budget by public activists and organizations fighting for animal rights[27].

    In May 2020, on Vorobyov’s initiative, a law was adopted according to which the heads of city districts and municipal districts are appointed directly by the regional governor[28].

    In 2020, he sent a letter to the Minister of Culture Medinsky, in which, on behalf of the government of the Moscow region, he proposed to amend the federal law “On objects of cultural heritage (historical and cultural monuments) of the peoples of the Russian Federation.” The Moscow region government proposes to abandon the mandatory historical and cultural examination of lands before the start of their development, and to recognize as objects of such examination only those territories in which, already during the work, an object “possessing signs of a cultural heritage object, including archaeological”, was discovered. According to Vorobyov, this was done in the interests of “representatives of small businesses, as well as Russian citizens, including pensioners, disabled people and large families.” As A.     On September 9, 2020, he was re-elected governor of the Moscow region, gaining 62.52% of the vote in the elections[30].

    Andrei Vorobyov’s career as a politician began as an assistant to Sergei Shoigu, who was then Deputy Prime Minister of the Russian Federation. Vorobiev later admitted that it was Shoigu who became his “godfather” from politics.

    Criticism

    Vorobyov, as the head of the Central Executive Committee of United Russia, celebrated New Year 2009 at the ski resort of Courchevel in France. According to Kommersant journalist Mila Kuzina, “Andrei Vorobyov, as soon as he realized that he was recognized, tried to hide.” At the same time, the former Minister of Finance of the Moscow Region, Alexey Kuznetsov, was also in Courchevel, accused of multi-billion dollar thefts from the regional budget[39].

    In 2013, Vorobyov came to the city of Zhukovsky several times, where he held meetings with voters. At them, he firmly promised that there would be no construction of a high-rise multi-residential housing complex in the park in the central part of the city. At the same time, Vorobyov actively promoted A.P. Voytyuk to the head of the city, as a person who would not allow spot construction in the city center [40][41][42]. However, on February 24, 2014, Voytyuk, already in the position of mayor, signed a permit for the construction of a 22-story three-building MFZHK in Zhukovsky Square. On March 22, 2014, a meeting of opponents of construction was held in Zhukovsky, which attracted 2,000 people[43].

    Vorobyov's urban planning activities are also criticized. One of his election promises was “low-rise Moscow region.” Andrei Vorobyov has repeatedly stated that he is against the development of rural areas of the Moscow region[44]. Meanwhile, after his election to the post of governor, massive multi-storey development in the region continued, in some cases with the approval of the Regional Town Planning Council headed by him, which causes protests from a number of public organizations and some residents of the region[45][46].

    Vorobyov’s request to Russian President Vladimir Putin to adopt a forest amnesty law, announced on August 24, 2020, caused a great public outcry. According to environmentalists, this would make it possible to legalize the seizure of forest fund lands for development and use, contrary to the provisions of the Russian Forestry Code[47][48].

    In 2020, Vorobyov initiated a local government reform, within which the two-level management system in the region (rural and urban settlements, municipal districts and city districts) was replaced by the creation of urban districts. This was explained by the intention to cut officials and costs. The initiative was criticized by the State Duma Committee on Federal Structure and Local Self-Government and members of the Human Rights Council under the President of Russia. By March 2020, 14 municipal districts had been transformed into urban districts. Deputies from Obolensk and the Serpukhov district, a number of settlements in the Taldom district, as well as Selyatino[49], Vereya[50], Aprelevka[51] in the Naro-Fominsk district rejected consolidation, and the population of the region organized rallies[28][52][53] ].

    Since the summer of 2020, rallies have been held in a number of cities in the region (Balashikha, Volokolamsk, Klin, Sergiev Posad, Troitsk) for the closure of landfills and waste incineration plants and against waste burning; there were also demands for the resignation of the governor. On March 21, 2020, during Andrei Vorobyov’s visit to the Volokolamsk city hospital due to the poisoning of several dozen children, local residents greeted him and the head of the district with snowballs and shouts of “Shame”, “Murderers!” and “Resign!”, after which the officials were forced to leave the scene, accompanied by security[54][55][56]. On April 14, 2020, on Vorobyov’s 48th birthday, another series of protests took place in the Moscow region against the current environmental situation due to landfills[57]. In total, 13 cities joined the protest, in nine of them local authorities agreed to hold rallies.

    According to the results of the elections for the governor of the Moscow region on September 9, 2018, in all areas where “garbage” protests took place, the result of governor Andrei Vorobyov, who was eventually elected to a second term on that day, decreased compared to the 2013 elections. The percentage of votes for Vorobyov decreased most strongly in Volokolamsk, where protests for the closure of the Yadrovo landfill took place. There, Vorobyov received 57% less than in 2013: if 77% of voters voted for him in the last elections, now only 20% voted for him. The victory in this area was won by the candidate from the Communist Party of the Russian Federation, Konstantin Cheremisov[58].

    Income declarations

    According to the declaration for 2011, one of Vorobyov’s children had an income of 15,892,260 rubles, while his father had an income of 2,054,861 rubles. The spouse is not indicated in the declaration[59]. On December 7, 2012, in an interview with the Kommersant FM radio station, he explained: “My wife died. Accordingly, I live with another woman, we have four children. That's all. And my daughter received an inheritance, this is an apartment, and, accordingly, the savings that remained.”[60]

    According to the declaration for 2020, Andrei Vorobyov earned more than 27.7 million rubles. His use includes a plot of land with an area of ​​almost 9.5 thousand square meters. m, a residential building with an area of ​​more than 976 sq. m, which the governor shares with three minor children, a parking garage with an area of ​​more than 541 m² and a recreation room of 627.5 sq. m. m. One of Vorobyov’s minor children owns an apartment in Russia with an area of ​​195 m² and received an annual income of 1 million rubles. The governor himself, according to his declaration, does not own real estate. The amount of income declared by Vorobyov is almost 2.5 times higher than his income for 2014, when he declared an income of 9.3 million rubles[61].

    The declared income of A. Yu. Vorobyov for 2020 is 53 million rubles, for 2020 - 95.7 million rubles. One of his children has an apartment of 195 square meters. m. Also, the income of one of the governor’s children for 2020 was 4.5 million rubles, for 2020 - 1.2 million rubles[62].

He should be elected in September next year, and until today, the main Duma member of United Russia, according to political scientists, has something to count on.

    Evgeny Minchenko, director of the International Institute of Political Expertise: Vorobyov is a historical person from Shoigu’s team, so we can talk about continuity. If Vorobyov, in his new post, can build a compromise with the local elites, and with some, perhaps, there is no need to build compromises, then, in my opinion, his chances are good. He is still a public, well-promoted figure, he is quite young, he is 42 years old, in my opinion, his electoral chances are quite good.

    After Sergei Shoigu left the post of governor of the Moscow region, a clear list of contenders for the vacant position was not formed. Ruslan Tsalikov, who was appointed interim, was tipped for her role, however, according to political scientists, he was not a serious candidate. They also talked about Vorobyov. The president was allegedly even advised by someone, but, according to his press secretary Peskov, the decision was made independently.

According to ROD sources, his place will be taken by either State Duma Deputy Speaker and former Deputy Prime Minister Alexander Zhukov, or Sergei Zheleznyak, also a Duma vice speaker. The issue will be resolved at a faction meeting by secret ballot. Andrei Vorobyov himself expects to continue to work closely with both the United Russia Duma and the current Minister of Defense Sergei Shoigu, whom he considers his godfather.

    Andrey Vorobyov is a widower. The first wife Margarita died suddenly. The governor has two daughters from his first marriage[63]. The second wife (the marriage is not officially registered), Ekaterina Bagdasarova, is the head of the Istok charity foundation, created to help children and adolescents in difficult life situations[64]. The couple is raising six children[64]: two daughters of Andrei Yuryevich from his first marriage, two daughters of Ekaterina from his first marriage and two common sons - George (b. 2013) and Mikhail (b. 2014)[63][65] . The sons play football and wrestling[66]. One of Vorobyov’s eldest daughters, Ekaterina (a graduate of the Faculty of International Economic Relations of MGIMO)[64], in 2020 married MGIMO graduate Mark Pavlovich Tipikin[67].

    Childhood and youth

    Andrey Yurievich is at least half a hereditary Siberian. His father was born and worked for many years in Krasnoyarsk. Mother, Lyudmila, was born in the Chechen-Ingush Republic and received an engineering education. There are at least two children in the family. The eldest, Andrey, was born in 1970, the youngest, Maxim, in 1976.

    The first serious school of life for Andrei was clearly service in the Separate Special Purpose Motorized Rifle Division named after F. E. Dzerzhinsky. He visited hot spots, taking part in “establishing constitutional order,” as it is formulated, in Baku, Yerevan, Kokand and Fergana, where bloody interethnic conflicts broke out in the late 1980s.

    What Andrei Yuryevich did next is not known exactly. According to his official biography, he finished his service in the division in 1989, and began doing business in 1991.

    Education

    In 1995, Vorobyov graduated from North Ossetian State University named after Khetagurov with a degree in commerce. Then journalists will wonder why the young man chose this university? There is no answer to this question.

    The choice of the next educational institution - the Academy of Foreign Trade - is already clear - Vorobiev received a degree in international economics with knowledge of a foreign language at a prestigious educational institution.

    In 2006, he received another diploma from the Higher School of Economics - Institute of Communication Management with a degree in Political and Business Communications.

    Two years earlier, in 2004, he defended his dissertation at the Russian Academy of Public Administration under the President of Russia. The topic was the development of the investment potential of a depressed region in the south of Russia.

    Later, volunteers from the Dissernet community discovered that Vorobyov borrowed two-thirds of the text from other sources. Andrei Yuryevich denied the accusations, political scientists connected this story with the elections of the governor of the Moscow region, and especially corrosive journalists, who did not believe the political scientists, were again perplexed - well, he’s a smart person, why does he need a fake academic title?

    Not a drop in the bucket

    Strictly speaking, Andrei Yuryevich did not have to bother with the dissertation at all. Yes, and studying too. He made a more than successful career in the fishing business, becoming one of the co-founders of the group (now PJSC Russian Aquaculture). The group was founded in 1996 and began by importing fresh frozen fish from Norway. Now it is one of the largest sellers of fish and seafood in the country. In January – June 2017, the revenue of Russian Aquaculture increased to 3.3 billion rubles.

    Andrei Yuryevich left the business in 2002, selling his shares to his brother Maxim. However, in business circles the company is considered the property of the entire Vorobyov family, that is, both brothers and their father Yuri, who now holds the post of Deputy Chairman of the Federation Council.

    The interests of the Vorobyov clan are not limited to the fishing industry. Thanks to good connections, they managed to build an entire empire, where business partners are entrepreneurs with famous names - Shoigu and Matvienko.

    Don't have a hundred rubles

    The Vorobyov family does not even hide the fact that many things in their lives would have turned out completely differently if not for one of their father’s colleagues, Sergei Kuzhugetovich Shoigu.

    With Yuri Vorobyov, they worked together in Krasnoyarsk as inspectors of the regional committee, sitting in neighboring offices. And together they founded the Russian rescue corps. Vorobyov Sr. was Sergei Shoigu’s first deputy in this department, in the State Committee of the RSFSR and the Ministry of Emergency Situations of Russia... And in 2007 he went to the Federation Council, where he represents the Vologda region.

    Later, Andrei Yuryevich admitted that he considers Shoigu his godfather in politics. The successful businessman left for government service in 2000, taking the post of assistant to Sergei Shoigu during the period when he was deputy chairman of the Russian government. And he headed the party fund of the Unity movement, one of the predecessors of United Russia.

    In 2002, the 32-year-old aspiring politician found himself in the Senate, representing the interests of the Republic of Adygea there (another unexpected appearance of the Caucasian theme in Vorobyov’s biography). In 2003, he moved from the upper house of parliament to the lower house. Where he remained until 2012, making a more than successful career within the “party in power”.

    As analysts wrote in 2006, in just a few years, from a minor functionary, Vorobyov became the third most influential person in United Russia, who holds in his hands all the threads of the party apparatus.

    One way or another, in 2012 Andrei Yuryevich exchanged legislative activities for practical ones, essentially inheriting the post of governor of the Moscow region from his family benefactor. Shoigu left to raise the Ministry of Defense after Serdyukov. A year later, Vorobyov confidently won the elections and became the “full-fledged” governor of the Moscow region.

    Business empire of the Vorobyevs

    Politicians Vorobyovs, for obvious reasons, do not conduct any official business activities. But other members of the clan are very successful. Lyudmila Vorobyova is a co-founder of the group, which is engaged in construction and provides intermediary services. In 2000, Irina Shoigu, the wife of Sergei Kuzhugetovich, worked at the company. Later, she established Barvikha-4 LLC, the company was co-founded by Mrs. Vorobyova, then they were joined by Sergei Matvienko, the son of the chairman of the Federation Council.

    The main assets of Maxim Vorobyov, in addition to Russian Aquaculture, are St. Petersburg Renovation and Samolet LO LLC. In 2011, Maxim joined the board of directors of Stroytransgaz Gennady Timchenko.

    A successful business is run by the uncle of the governor of the Moscow region, from a simple security guard who turned into a famous confectioner, cousins... As Sobesednik wrote in 2012, in one of them even grandmother Nina Fedorovna, who at that time was already 83 years old. An exceptionally talented family. It’s even a pity that Yuri Leonidovich and Andrei Yuryevich went into politics - what if the country lost the second Rockefeller or Steve Jobs in their person?

    Unsinkable

    Rumors about the possible resignation of the head of the Moscow region circulate quite often. The last time was in the fall of this year, when another governor’s fall occurred. But he did not affect Vorobyov.

    They say that corruption in the region closest to the capital has become the norm, and the interests of residents come last - if anyone remembers them at all (our publication also wrote about this).

    That the younger brother Maxim received a lot of preferences in terms of purchasing plots for development, and a countless number of multi-storey buildings proliferated. Activists remind that from year to year exorbitant amounts of money are spent on PR and blocking negative information.

    The administrative reform to artificially merge settlements does not add any advantages to the governor of the Moscow region - dissatisfied deputies and heads of municipalities even wrote an appeal to Putin in March last year.

    Another topic is the smoldering “garbage scandal”—one of the landfills, Kuchino, was even asked about on the president’s direct line. It was planned to close the landfill in 2020, but we had to speed it up. On the other hand, residents actively object to the construction of waste incineration plants.

    Wedding of the governor's daughter

    Recently, the Vorobyov clan was replenished with a new member - of course, an entrepreneur. 23-year-old Mark Pavlovich Tipikin, the son of a capital banker, married the lovely Ekaterina Andreevna Vorobyeva, a graduate of MGIMO. There the young people met. A young man and a young woman have a romantic relationship, and their families share a common business. So it turned out well.

    A banquet in honor of the wedding was organized at the five-star Four Seasons Hotel on Okhotny Ryad on September 3. And they strictly warned the guests - no photographs, especially with subsequent publication! However, information still leaked out.

    Journalists and visitors to social networks excitedly discussed the details of the celebration, trying to calculate at least the approximate cost of the celebration. The numbers were staggering. One cake, as the media wrote, cost 880 thousand (!) rubles. (Bloggers calculated that a teacher in the Moscow region would work for this cake for three years).

    Millions according to declaration

    All the quibbles with the governor about the wedding are, really, unfair. Considering his income, he can easily afford to throw a banquet of this level for any worthy occasion.

    In 2020, Vorobiev earned 97 million rubles. His income tripled - in 2020, Vorobyov’s assets turned out to be some 27 million. In 2014 – 9 million, it was a very difficult year. But the previous two were successful - 34 million and 74 million, respectively. It is indicated that the head of the Moscow region was actively selling some property at that time. (In 2016, it seems like I didn’t sell anything...).

    It is interesting that such a pandemonium with income began exactly after Andrei Vorobyov first temporarily and then permanently headed the Moscow region. There are coincidences in life!

    Where such amounts came from is not very clear. But there is no need to find fault - I wrote it honestly, as it is. 97 million in 2020. You can afford an exotic cake if you wish...

    Family life is not without its difficulties

    In Andrei Vorobyov's income statement in 2010, a child appears as a separate line. With his own income in the millions. To the question of the annoying journalists, Vorobyov, without hiding his irritation, answered briefly - his wife died. The daughter received an inheritance.

    The politician's wife, either his first or his only official one, was called Margarita. This is all that is known about her - and also that she died suddenly, leaving two children orphans. Who she was, why her daughter (one of) receives millions from year to year is unclear. However, Vorobyov is lucky - it seems that he is rarely asked inappropriate questions about money.     Educational institution for elite children

    Andrei Yuryevich clearly loves his children. According to some members of the public, even excessively. In addition to her daughter’s grand wedding, a multifunctional children’s educational center in the village of Razdory has recently attracted attention. The head of the Anti-Corruption Policy Center (ACP) of Yabloko, Sergei Mitrokhin, demanded to check the legality of the school’s work on a fee basis and to provide a quota for children from low-income and large families.

    A fifth of the entire budget of the Odintsovo district was spent on the construction of the educational institution. And then, for unknown reasons, the building was transferred to the ownership of the region. Currently, 550 children are studying at the Primakov Regional Gymnasium. Of these, 14 are free.     According to Sergei Mitrokhin, the governor of the Moscow region is dissatisfied with the quality of education in the Moscow region and decided to rectify the situation at least for his own children at the expense of the treasury. Employees of the Odintsovskoye Municipal Institution of the Ministry of Internal Affairs of Russia did not see any signs of embezzlement of budget funds and refused to initiate a criminal case.     Because dad is a senator

    Residents of the Moscow region seem to be eagerly awaiting Vorobyov's resignation. Now they hope that the president will satisfy people's aspirations before the elections.

    The local elite, “non-family” businessmen, activists of opposition parties and even government officials are openly opposed to the governor of the Moscow region - an appeal to Putin with a request to rid the Moscow region of the current governor was signed by 106 officials and deputies. Yabloko activists are asking for an investigation into some interesting aspects of the activities of the Moscow region government.

    The “political patriarch” Vladimir Zhirinovsky spoke very harshly about Vorobyov. His words were published by Echo of Moscow.

    “Why is he the governor today? Because dad is a senator... he (the governor) is not waging any fight, as there were landfills, they are, now they are closed in Balashikha, they will open next year, there will be mafia everywhere... Do you think he knows nothing? Everyone knows, everyone is tied... This is not just a bond with crime, it is a bond with the representative government... The most criminal, the most disgusting region and the governor needs to be removed, like Luzhkov - due to lack of trust. Vorobyov is the owner of the Moscow region.”

    And he continues to lead it. At least for now.
